
The Xudapu Site Manager is responsible for supporting in all Xudapu site-related activities related to Westinghouse scope in the Xudapu CAP1000 Commissioning. This includes ensuring proper coordination and execution of equipment receipt, inspection, storage, installation, testing, troubleshooting, commissioning, and system optimization etc.
The role serves as the primary on-site authority for technical supervision, team coordination, and interface management between stakeholders to ensure successful project delivery in compliance with nuclear quality and safety standards. The Site manager will report to the Fleet manager, China AP1000 Projects, and will execute projects under coordination of the Xudapu CAP1000 Project Management. The Resident Site manager may also work with and direct Site Engineers in the performance of their contracted duties within the scope of existing I&C Contracts.
This will be accomplished by :
•Overall Westinghouse site lead with responsibility to give official Westinghouse positions and to direct Westinghouse resources to support plant site services from installation till commercial operations, according to both the Distributed Control System (DCS) Contract and the Reactor Primary System Specific I&C Equipment Supply Contract Terms and Conditions.
• Coordinate with the Customer’s staff and Westinghouse staff to implement all site services, expedite responses to information and service needs.
• Serves as the site Manager for all onsite activities including physical work scope for AP1000 I&C systems, Scheduling /Planning, security, training, material shipping and receiving.
• Serves as the Outage Manager for all onsite activities of all WEC Nuclear service commitments including physical work scope for product lines, Health Physics/ALARA, Scheduling /Planning, security, training, material shipping and receiving. Will support the other sites (typically other Entergy sites) during their outages when required.
• Conducts project kickoffs, participates customer led commissioning coordination meetings, and pre and post job briefings. Compiles and delivers reports before, during and immediately upon completion of each WEC scopes. Including in these reports are discussions on scope, schedule, budget, overall performance and best practices based on lessons learned and Operational Experience (OE). Keep the log to track all the site hours, issues etc.
•Provides leadership for the Westinghouse Technical Leads to ensure continued improvement of project and professional performance.
• Reviewing and benchmarking processes, programs, and skill sets, coaching and mentoring
• Sharing AP1000 lessons learned, operation experience and changes from other worldwide project, industry experience as applicable
• Assessing degraded and non-conforming conditions, Reviewing design changes developed by customer, Reviewing system health reports and performance metrics to identify potential issues
• Manages multi-million dollar projects ensuring that all commitments are met and that WEC and Utility Customer policies and procedures are followed.
• Design and Signature authority on behalf of WEC for areas within his/her expertise
• Require travels to/from and work at Xudapu site 100% of the time.

5 years of experience as project manager or in operational management leading and directing high complexity projects to successful completion. 3 years in technical/engineering lead role and 2 years as project manager may be considered as equivalent. Demonstrated ability to lead, influence, and solve complex problems. Proven ability to analyze information for complex decision making.
6 –10 years of experience as project manager in a technical industry such as engineering, manufacturing, nuclear or construction. Background managing I&C projects and/or projects involving China Nuclear industry customers a plus.
KSA (Knowledge/Skills/Abilities)
Mastery of Project Management Institute’s Project Management Body of Knowledge.
Required Competencies:
Superior interpersonal skills such as effective verbal and written communications, ability to manage within complex team structures, able to develop relationships with stakeholders in upper management positions, able to analyze problems, establish facts, and make complex decisions autonomously.
Advanced knowledge of Microsoft Office tools and Primavera or Microsoft Project.
Mastery of the transformation of data to information for visual reports; database concepts in order to manage data within systems; the interaction of company functions that are touch points to projects (Finance, Legal, Quality, Supply Chain, etc.). High-quality presentation skills.
Mastery of Project Management Institute (PMI®) Project Management Body of Knowledge.
Will be expected to complete assigned training in Westinghouse Systems, Procedures, and Policies applicable to assignments.
Broad technical knowledge of nuclear power plants – specifically I&C. Knowledge of general China business practices and contracting.
Certifications
Westinghouse Program Manager qualification completed. For external candidate, must be PMP, or equivalent certification or meet eligibility requirements.
