Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
- Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
- Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
- Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
- Master position tasks within 60 days and exceed requirements within 90 days.
- Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
- Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Responsibilities:
The Senior Policy Analyst supports The Department of Defense (DoD) Cyber Crime Center (DC3) Enterprise Management and Resources (ER) Directorate providing comprehensive research, analysis, and advice on complex DC3 policy issues, utilizing diverse sources and methods. This includes in-depth research on DC3 policy issues using various sources (academic literature, government reports, stakeholder consultations, data analysis) and analyzing existing policies and programs to assess their effectiveness.
Per PWS section 2.6, Policy, Taskings, and Agreements, responsibilities include but are not limited to:
- Manage complex policy projects from start to finish, providing project plans, timelines, and dependencies.
- Establish and maintain enterprise policy for requirements of project execution and performance measurement and monitors project progress, resolving issues as needed.
- Develop policy proposals and recommendations, engaging with stakeholders to gather feedback, and representing the DC3 in various forums. This work involves conducting consultations with stakeholders and building strong relationships with partners to ensure effective policy development.
- Present proposals and facilitate consensus.
- Prepare communication materials and presentations to convey complex policy issues and responds to inquiries from stakeholders to ensure clear and concise information is provided across the Department, Federal Government, academia, and industry.
- Research, prepare, update, and advise on draft policy documents originating from Presidential, National, Federal, International, DoW/DoD, DAF, and DC3 authorities.
- Gather inputs from stakeholders, consolidate guidance, format policy artifacts, document procedural updates, and advise to ensure draft materials reflect accurate roles, responsibilities, and authorities. All policy decisions and approvals remain with the Government.
- Prepare background materials, talking points, and draft summaries for DC3 participation in working groups and stakeholder engagements.
- Document discussions, track action items, prepare read-ahead materials, and help articulate DC3 equities.
- Manage the policy lifecycle to ensure zero instances of non-compliance with higher headquarters (DoW/DoD/DAF) directives resulting from outdated or unrevised DC3 internal policies.
- Monitor tasking channels [including Enterprise Task Management System 2 (ETMS2), email, Non-classified Internet Protocol Route Network (NIPRNet), Secure Internet Protocol Router Network (SIPRNet), and Joint Worldwide Intelligence Communication System (JWICS)], consolidate requirements, track suspense dates, and prepare draft responses for Government review.
- Maintain a task tracker, coordinating with directorates to gather required inputs, drafting correspondence templates, and identifying overdue or at-risk tasks for Government awareness.
- Support Action Officer program administration by maintaining rosters, updating training records, managing ETMS2 access requests, and communicating task requirements.
- Support and advise the Agreement Manager with preparing, reviewing, coordinating, and documenting support agreements in accordance with DoD Instruction (DoDI) 4000.19 and AF Instruction (AFI) 25-201.
Qualifications:
The candidate must have the following qualifications:
- Experience developing/managing policy for DAF/DoD in forensics, cybersecurity, or cyber threat analysis.
- Demonstrated ability to apply strong analytical and problem-solving skills to resolve complex technical and operational challenges.
- Proven experience in communicating effectively across all organizational levels, with a demonstrated ability to present complex information clearly in both written and oral forums.
- Applied a comprehensive knowledge and expertise in policies impacting cybersecurity, forensics, cyber training, and system development to ensure compliance and guide project execution.
- Familiarity with National Cyber Intelligence programs.
- Knowledge of DoD and US IC resource planning policy.
The following qualifications are desired:
- Support of DoW, Intelligence Community (IC), and/or the Air Force (desired).
- Knowledgeable and skilled in applying Generative SI (desired).
- Knowledgeable and skilled in applying Generative AI.
Travel: Local travel and occasional long-distance travel outside a 50-mile radius may be required, < 10%.
