Job Description

This role is part of the Workspace & Real Estate Department in Human Resources Division and is responsible for providing independent assurance over the safety, reliability, compliance, and operational integrity of facilities through risk-based audits, technical inspections, and governance oversight. The incumbent leads the assessment of building systems, critical infrastructure, fire protection, maintenance practices, and contractor performance to ensure compliance with regulatory requirements, corporate standards, and industry best practices. The role identifies operational, engineering, safety, and environmental risks, drives corrective and preventive actions, and supports continuous improvement initiatives to strengthen compliance maturity, asset protection, operational resilience, and ESG performance across all facilities and projects.

Responsibilities

Audit, Inspection, Risk Engineering & Technical Assurance

• Develop and execute risk-based audit plans across all facility types via scheduled and surprise inspections to produce detailed audit reports, including non-conformance findings and corrective action tracking.
• Conduct independent technical inspections and audits on building systems including M&E, critical infrastructure (UPS, HVAC, generators), and fire protection systems.
• Identify and assess operational, safety, fire, process, procedural and engineering risks to recommend practical mitigation measures to protect CD asset and people.
• Review designs, renovations, method statement and fit-out works for compliance with applicable codes and corporate standards.

Regulatory Compliance

• Audit and ensure compliance with Uniform Building By-Laws (UBBL), BOMBA (Fire Services Act, fire safety requirements), DOSH-OSHA 1994 and Other relevant authorities (local councils, ST, CIDB)
• Conduct regular safety inspections, incident investigations, and root cause analyses and liaison with intra/inter dept and external stakeholders
• Ensure contractors and FM teams adhere to Permit-to-Work (PTW), Lockout-Tagout (LOTO), and safe work procedures

Contractor & Maintenance Oversight

• Assess contractor, vendor and supplier competency, safety practices, and compliance to contractual obligations and building laws.
• Audit routine and preventive maintenance programs to ensure effectiveness and adherence to OEM and regulatory standards.
• Validate quality of renovation and project works during and after completion with post mortem report where needed.

Governance & Continuous Improvement

• Establish and maintain inspection frameworks, SOPs, policies and audit checklists via manual and electronic base.
• Benchmark against industry best practices (ISO, NFPA etx).
• Drive continuous improvement initiatives to enhance operational reliability and compliance maturity.

Sustainability & ESG Compliance

• Audit electrical, water usage, waste management, and environmental compliance where applicable prevailing laws and regulation e.g DOE

Requirements

  • Minimum Bachelor’s Degree in Engineering, Building, Facilities Management, Science, Safety, Occupational Safety & Health, or other relevant disciplines.
  • Professional certifications in Safety, Facilities Management, Engineering, Risk Management, or related fields will be an added advantage.
  • Minimum 5 years of relevant experience in one or more of the following areas:
    • Construction, Facilities Management, Engineering, Safety & Security, or related industries.
    • Experience working in a multinational organisation with nationwide operations or a geographically dispersed work environment.
    • Strong exposure to compliance, audit, inspection, risk management, and regulatory requirements.
  • Proven experience in managing multiple sites, projects, contractors, and stakeholders across different locations.
  • Experience in developing and implementing processes, standards, controls, and improvement initiatives is an added advantage.
  • Strong analytical and problem-solving skills, with the ability to assess situations, identify risks, and make firm, timely decisions.
  • Strong project management and coordination skills, particularly in managing multiple sites, priorities, vendors, and stakeholders.
  • Good understanding of compliance, safety, regulatory, audit, and inspection practices.
  • Ability to plan and execute immediate actions effectively, especially in addressing operational, safety, compliance, or security issues.
  • Strong verbal and written communication skills, with the ability to engage and influence stakeholders at different levels.
  • Good facilitation, presentation, negotiation, and stakeholder management skills.
  • Proactive, organised, detail-oriented, and able to work independently in a fast-paced environment.
