ARES Corporation is seeking an experienced Workforce Enhancement Officer (WEO) to support our core Program Planning & Control (PP&C) II capabilities. The WEO is a key member of the contract leadership team responsible for workforce planning, employee development, training, engagement, and retention across the CPSS PP&C II workforce. The WEO works closely with the Program Manager, Task Leads, and ARES leadership to ensure ARES maintains the right skills, capacity, and workforce readiness to respond to evolving mission requirements. This position leads innovative workforce initiatives that strengthen employee development, improve resource utilization, preserve institutional knowledge, and promote collaboration across the team.
Primary Responsibilities
- Lead contract-wide workforce planning, development, engagement, and retention strategies tomaintaina highly skilled and mission-ready workforce.
- Support the Program Manager and Task Leads in assessing staffing requirements, workload trends, skill gaps, and emerging workforce needs.
- Utilize ARES' Dynamic Resource Utilization Model (DRUM) to support resource planning,identifyworkforce capacity, andoptimizestaffing in response to changing workloads and surge requirements.
- Manage the Senior Part-time andRecently-retiredExperts (SPAREs) Program,maintainingaccess to experienced personnel who can provide specializedexpertise, surge support, mentoring, and institutional knowledge.
- Lead and coordinate the contract's DoDSkillBridgeProgram,identifyingopportunities to integrate transitioning military personnel into theARESworkforce andestablisha pipeline for future talent.
- Oversee employee training, professional development, and career-development activities across theARESteam.
- Lead development and implementation of PP&C University, providing structured training and development opportunities in program planning and control disciplines, tools, processes, and NASA-specific practices.
- Manage the contract's Morale and Awards Program (MAP), including employee recognition, professional certifications, team-building activities, and other initiatives that strengthen workforce engagement and cohesion.
- Develop and coordinate mentoring opportunities connecting experienced professionals with developing members of the workforce.
- Monitor workforce trends and provide recommendations to contract leadershipregarding staffing risks, critical skills, succession needs, retention, and workforce readiness.
- Develop workforce metrics and provide periodic reporting on staffing, training, professional development, retention, recognition, and other workforce initiatives.
- Promote a positive, collaborative, and inclusive team environment focused on employee development and exceptional support to NASA.
Required Qualifications
- Bachelor's degree in Business Administration, Human Resources, Organizational Development, Program/Project Management, Engineering, or a related discipline.
- 15+ years of relevant professional experience.
- Strong leadership, facilitation, communication, and interpersonal skills with the ability to work effectively across diverse technical and functional organizations.
- Experience coordinating multiple workforce initiatives and working with managers to address staffing, development, and organizational needs.
- Demonstrated ability to develop trusted relationships with employees, managers, customers, and senior leadership.
- Strong organizational skills and the ability to independently manage multiple priorities and initiatives.
