Location: Egypt
The Work Permit & Immigration Manager is responsible for managing the end-to-end work permit, residency, visa, and immigration processes for expatriate employees working in Egypt. The role ensures full compliance with Egyptian labor, immigration, and governmental regulations while facilitating the efficient onboarding, renewal, transfer, assignment, and separation of expatriate employees.
The position serves as the organization's subject matter expert (SME) on immigration and expatriate compliance, partnering closely with Payroll, People Solutions, Legal, Finance, Government Relations, and external authorities to ensure operational excellence, regulatory compliance, and a seamless employee experience.
The role is also responsible for managing workforce localization compliance, work permit quotas, government inspections, immigration audits, and expatriate reporting while driving process improvements and automation initiatives.
Key Responsibilities
Work Permit & Immigration Management
- Manage the end-to-end lifecycle of work permits and residency permits for expatriate employees.
- Ensure timely processing of:
- New work permits
- Renewals
- Transfers
- Amendments
- Cancellations
- Exit procedures
- Oversee visa applications and residency documentation requirements.
- Ensure all expatriate employees maintain valid legal authorization to work and reside in Egypt.
- Maintain accurate immigration records and employee files.
Compliance & Regulatory Management
- Ensure compliance with all applicable:
- Egyptian Labor Laws
- Immigration Laws
- Ministry of Manpower regulations
- General Authority requirements
- Residency and visa regulations
- Monitor legislative and regulatory changes impacting expatriate employment.
- Assess compliance risks and recommend mitigation strategies.
- Develop and maintain internal immigration policies and procedures.
- Ensure adherence to government requirements related to employment of foreign nationals.
Expatriate Workforce Planning & Localization
- Manage expatriate employment quotas and workforce localization requirements.
- Monitor foreign national headcount against statutory limitations.
- Advise business leaders on expatriate workforce planning and compliance requirements.
- Support strategic workforce decisions involving expatriate talent.
- Partner with recruitment and HR teams to ensure compliance before hiring foreign employees.
Government Relations & External Stakeholder Management
- Serve as the primary liaison with:
- Ministry of Manpower
- Immigration Authorities
- Passport and Residency Departments
- Relevant Government Agencies
- Build and maintain effective working relationships with governmental stakeholders.
- Manage relationships with external legal advisors and immigration consultants.
- Coordinate and facilitate submission of all required documentation to governmental entities.
Expatriate Onboarding & Offboarding
Onboarding
- Support expatriate employees and business leaders throughout the work authorization process.
- Coordinate immigration requirements prior to employee commencement.
- Ensure all approvals and permits are obtained before employment begins.
- Provide guidance on relocation and residency requirements.
Offboarding
- Manage permit cancellations and residency closures.
- Ensure compliance with governmental requirements upon expatriate separation.
- Coordinate final immigration clearances and documentation.
Audit, Inspection & Risk Management
- Lead all work permit and immigration audits, inspections, and governmental reviews.
- Prepare required compliance documentation.
- Respond to government inquiries and inspection findings.
- Maintain audit-ready records and documentation.
- Implement corrective actions resulting from inspections and compliance reviews.
Reporting & Compliance Monitoring
- Develop and maintain expatriate compliance dashboards.
- Track:
- Work permit expirations
- Residency renewals
- Visa validity
- Compliance status
- Quota utilization
- Government filing deadlines
- Produce periodic reports for leadership.
- Escalate compliance risks and renewal exceptions.
- Monitor KPIs and service-level commitments.
Process Improvement & Digital Transformation
- Identify opportunities to streamline and automate immigration processes.
- Implement tracking mechanisms and workflow improvements.
- Develop standard operating procedures and governance controls.
- Enhance reporting capabilities and compliance monitoring tools.
- Support payroll and HR transformation initiatives impacting expatriate administration.
Stakeholder Management & Advisory
- Provide expert guidance on immigration implications of:
- New hires

Qualifications
Education
Required
- Bachelor's Degree in Business Administration, Human Resources, Public Administration, Law, Political Science, International Relations, or related field.

- Master's Degree or Postgraduate Diploma in Human Resources, Business Administration, Labor Law, International Mobility, or related discipline.
Experience
Required
- 8–10+ years of experience in:
- Work Permit Administration
- Immigration Management
- Government Relations
- HR Operations
- Compliance Management
- Minimum 3 years in a leadership or managerial role.
- Extensive experience dealing with Egyptian governmental authorities and immigration agencies.
- Proven experience managing expatriate populations in a multinational organization.
- Experience conducting audits, inspections, and compliance reviews.
- Strong knowledge of foreign labor regulations and permit requirements in Egypt.
Preferred
- Experience in BPO, Shared Services, Technology, or multinational environments.
- Experience supporting high-volume expatriate populations.
- Experience with global mobility programs and international assignments.
- Experience implementing HRIS and compliance tracking systems.
