Purpose

The Weapon Contamination Officer supports the planning, implementation, monitoring, and continuous improvement of Weapon Contamination (WeC) activities to reduce the humanitarian impact of explosive hazards and strengthen operational effectiveness. The role provides technical, administrative, and coordination support by managing risk assessments, training, data collection, reporting, and collaboration with the Myanmar Red Cross Society (MRCS) and other stakeholders. The incumbent also ensures efficient administrative processes, accurate documentation, and compliance with ICRC policies and procedures while contributing to the safe and effective delivery of WeC programmes.

Accountabilities & functional responsibilities

• Plan, implement, monitor, and improve Weapon Contamination (WeC) activities in accordance with ICRC standards and operational priorities.
• Conduct risk assessments, identify hazardous areas, investigate incidents, and support risk reduction initiatives to enhance staff and civilian safety.
• Coordinate and facilitate WeC training, capacity-building activities, and technical support for the Myanmar Red Cross Society (MRCS) and other partners.
• Collect, analyze, and manage WeC-related data, including weapon-wounded information, and ensure timely reporting and referrals where required.
• Contribute to the development, implementation, and continuous improvement of WeC standard operating procedures (SOPs), guidelines, training materials, and monitoring tools.
• Coordinate administrative and logistical arrangements for WeC activities, training sessions, workshops, and meetings.
• Act as the focal point for communication, logistics, documentation, data management, and filing of WeC-related records.
• Monitor budgets and administrative processes, ensuring expenditures, cost centre validation, and operational documentation comply with ICRC procedures and timelines.
• Prepare meeting minutes, maintain accurate records, and ensure confidential handling of operational information and reports.
• Provide interpretation and translation (English and Myanmar language) during field activities, meetings, and for official documents as required.

People management responsibilities

Education & Professional Experience required

• Bachelor's degree in Engineering, Disaster Risk Management, International Relations, Social Sciences, Public Administration, or another relevant field.
• Minimum 2–3 years of professional experience in humanitarian operations, weapon contamination/mine action, risk reduction, project coordination, or a related field.
• Strong administrative, analytical, and organizational skills, with experience in data management, reporting, and Microsoft Office applications (Excel, Word, and PowerPoint).
• Excellent communication and interpersonal skills, with the ability to work effectively with partners, government authorities, and multicultural teams; proficiency in Myanmar and English (written and spoken) is required.
• Demonstrated ability to work independently in challenging environments, manage multiple priorities, maintain confidentiality, and uphold ICRC principles and humanitarian values.
• Ability to work effectively in multidisciplinary and multicultural teams.
• Previous experience with the ICRC or other humanitarian organizations is a strong advantage.
