Purpose

The ICRC’s Weapon Contamination Unit is looking for a Weapon Contamination Field Officer to be based in Taunggyi office with short term contract. Under the supervision of Head of Sub-Delegation, the Weapon Contamination Field Officer (WeC FO) identifies these risks, analyzes exposure patterns, and implements measures to reduce their impact on civilians and aid efforts. In addition to ensuring WeC program objectives are met, the role supports security assessments, explores new project needs, and promotes relevant International Humanitarian Law (IHL) instruments.

Accountabilities & functional responsibilities

• Conduct continuous scanning of the environment and provide timely updates and analysis to the Sub-Delegation, especially on the dynamics of ongoing conflicts and the use/impact of weapons.
• Develop an understanding of the weapon contamination situation in your Sub-Delegation and provide hazards identification and risk assessments of the likely impact on staff, operations and civilians in affected areas.
• Participate in the definition of WeC strategy, objectives, plans of action and associated budgets in your Sub-Delegation, directly managing its implementation and follow up.
• Plan, implement and monitor ICRC weapon contamination operations in your Sub-Delegation and propose improvements to the way activities are integrated and implemented.
• Provide training, mentoring and orientation to the MRCS and Civil Society on WeC activities, with special focus on Risk Awareness and Safer Behavior (RASB).
• Contribute to the overall security and staff safety and the continuation of ICRC and Movement operations in situations where conventional or non-conventional weapon contamination pose a hazard; participate in the security management structure established in your Sub-Delegation.
• Proactively develop and maintain good working relationships with local authorities, relief, assistance, development and other relevant organizations and UN agencies to maximize the impact of the ICRC's work and for identifying priority areas for cooperation.
• Collect the relevant data on weapon wounded and victims and refer to the Departments in charge of provision of assistance.
• Contributes to the knowledge and application of International Humanitarian Law (with a focus on WeC and CoH) by the different parties, directed by the line managers.
• Maintain updated the reporting cycle and register and treat information (general and specific) accurately and with confidentially.
• Contribute to the drafting, maintenance and application of all WeC related SOPs, guidelines and technical documents as requested, including training packages and monitoring tools for ICRC and MRCS activities.
• Prepare the administration and logistics for specialist WeC training.
• Interprets accurately from English to National language and vice versa during field visits as required.
• Translates documents from English to National language and vice versa as required.

Scope & impact

• In the absence of a WeC delegate, contributes to the annual planning process (Planning for Results), including budgeting and monitoring of implementation.
• Contributes to meeting WeC objectives within the geographic remit of the (sub-)delegation.

Relationships

• Internally, interacts with the Head of Sub-delegation/Office and staff from other programmes (Assistance, Protection, Cooperation within the Movement, Communication) on WeC-related matters.
• Externally, interacts with: the civil authorities (traditional chief, district level), military authorities (officer level), the civilian population, and the National Society (branch head), where applicable under the WeC Delegate's supervision.

Certifications / Education required

• Bachelor’s Degree or a professional/vocational school diploma or an equivalent qualification is required.
• Knowledge of International Humanitarian Law (IHL) and its application to weapons and armed conflict, preferably gained through formal coursework or professional training.
• Excellent communication skills, trainer, facilitation skills, presentation, negotiation and analytical skills.
• Fluency in written and spoken English as well as Myanmar language.
• Fluency in at least one of other local languages such as, Chinese and Shan or Ta'ang.
• Ability to effectively engage with communities, local authorities, and humanitarian actors, and to deliver training, reports, and risk assessments clearly and accurately.
• Capacity to analyze political, social environment and good knowledge of the geographically assigned environment.
• Advanced computer proficiency especially in MS Office suite (especially Excel), as well as proficiency in internet usage and email.
• Work experience in Risk Awareness and Safer Behavior or a similar field.
• Specialized Training or Certification in areas such as Humanitarian Mine Action, or Risk Education.
