RCS is seeking a Web Developer with a strong SharePoint background, including content management, PowerShell scripting, and data ingestions. The ideal candidate will bring demonstrated ability in website coding and development across languages such as PHP, JavaScript, C++, and other related programming languages. Experience with Joomla — specifically the conversion from Joomla 3 to Joomla 5 — is a key requirement, as is the ability to create, manage, and maintain Web-Based Training (WBT) solutions. Additionally, we are looking for a candidate with knowledge and hands-on experience using AI tools — both internal and external to the agency — including the ability to integrate those tools into existing workflows and clearly communicate their use to others.

This position requires the candidate to meet specific Security Clearance obligations to work onsite in Chantilly, VA.

What you will do:

• Responsible for developing new courses and learning solutions in a variety of delivery modalities: making major revisions to existing courses; establishing standards for the design, development, and evaluation of courses; providing guidance material; and coaching new instructors in course delivery and instructional techniques.
• Work in a team-oriented environment and consult with Subject Matter Experts (SMEs) to handle a variety of activities related to curriculum design, development, and training delivery to include but not limited to: needs assessment, instructional-related research and analysis, course and lesson creation, design, development, delivery, assessing and soliciting feedback and programmatic evaluation.
• Work closely with management, instructional design teams, and SME instructors to determine technical requirements for learning solutions. research, design, develop, document, and implement media products and artifacts in support of training courses.
• Create training materials such as WBTs, online training courses, online training portals, websites, graphics and visuals for print and online consumption, and video projects.
• Maintain WBTs, online training courses, online training portals, websites, graphics and visuals for print and online consumption, and video projects.
• Provide support for WBTs, online training courses, online training portals, websites, graphics and visuals for print and online consumption, and video projects.
• Support in-class learning technologies such as audience response system.
• Support general photography needs.
• Document processes and resources for continuity of operations
• Maintain code and processes.
• Use knowledge management repositories.
• Use project tracking systems and processes.
• Ensure all activities and products are consistent with the requirements.
• Comply with all relevant legal restrictions such as accessibility (Section 508), privacy and copyright.

Required Qualifications/Education:

• Clearance: Active TS/SCI clearance with Full Scope Polygraph
• Experience in SharePoint.
• Experience using PowerShell for data ingestions and running scripts in SharePoint.
• Experience using Joomla site design and site administration; considerable skills and knowledge in Joomla 3 to 5 conversion.
• Experience creating and maintaining WBTs.
• Proficient in website coding and development (PHP, JavaScript, C++, and related languages).
• Knowledge and hands-on experience using AI tools — both internal and external — including the ability to integrate AI into workflows and communicate their use to others.

Nice to Have Qualifications:

• Bachelor's Degree in Computer Science, Information Systems, Graphic Design, Multimedia Development, Online Learning, or a related field from an accredited institution.
• UX/UI Ability Certification from an accredited institution.

RCS considers several factors which can influence a final salary including but not limited to; skill set relevancy, work experience, geographic location, security clearance, education, certifications, training, and other business and organizational requirements. Individuals are typically not hired at or near the top of the salary range being that compensation decisions are dependent on individual circumstances. The salary range listed for this position is a reasonable estimate taking into consideration the required qualifications.

RCS encourages external referrals and offers a referral bonus after a successful hire. This will be paid 90 days after the new hire's start date. Bonus amounts vary based on the skill level and position of the referred candidate and are provided in the form of a gift certificate.
