Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.


Purpose

Under the supervision of the WatHab Coordinator, &/or WatHab in Detention project Manager, this position is in-charge of managing the infrastructure program of the PHILDFGASSENG general objective in the Philippines and is responsible for the implementation of the program with its’ interventions, the management of the WatHab in Detention team and the Finance budget follow-up.

Accountabilities & functional responsibilities

  • Maintain an integrated WatHab in Detention program to the delegation ambitions in terms of detention policy in the country, including the ICRC partnership with BJMP and BuCor.
  • Manages the WatHab infrastructure program in detention with its’ objective and resources ensuring the project reporting.
  • Manages the WatHab in Detention infrastructure engineering team that includes 2-3 Resident Engineers themselves are in charge of projects implementation.
  • S/he support all other Water & Habitat team members in Philippines in the technical engineering thematic.
  • This position substantially contributes to the annual planning process (APM and PMfR) and all other relevant institutional reporting.

Scope & impact


  • Manages regular (repeatable design already approved by thematic experts) and/or small (consolidated experience in the country) multi-disciplinary projects.
  • Supervises project workers activities.

Relationships

  • Internally: Daily contact with delegation with the WatHab Coordinator in Philippines, Detention Team in issues related to the planning, design and administration of infrastructure WatHab in Detention projects.
  • Externally: Interacts with the relevant management and or Logistics of BJMP & BuCor central up to the jail/prions’ level; regular contact with contractors, suppliers and other organizations working in the Jails/Prisons infrastructure field, as a representative of the ICRC

Certifications / Education required

  • University degree (or equivalent) and qualifying experience in architecture, civil engineering, environmental engineering or related fields.
  • Proficient in planning, organization and data-management software.
  • Certified training in project management is preferred.
  • Advanced knowledge in water and sanitation or construction is an advantage.
  • Advanced knowledge of Electromechanical &/or hydraulic engineering is preferred).
  • Good command of English or French.

Professional experience required

  • 6 to 8 years of professional experience in project management in a thematic related to WatHab expertise with at least 1–2 years' professional experience at the ICRC or an international NGO an asset
  • Experience working on projects and programmes.
  • Experience coordinating multiple tasks simultaneously.
  • Experience coordinating, planning and communicating with complex stakeholder groups.
  • Experience managing 4–6 technical support staff.
