What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Construction Project Manager (CPM) oversees all matters related to Marjayoun Governmental Hospital (MGH) and Tebnine Governmental Hospital (TebGH) infrastructure projects undertaken within the framework of the Protocol for the Management of ICRC Construction Projects (PMCP). Working as part of a partnership project team, s/he is responsible for all aspects of the project-development cycle and ensures that a multi-year project is developed in line with the objectives defined in the ICRC's organizational policies, annual reporting and/or the PMCP.

Applicants must be legally eligible to work in Lebanon.

Accountabilities & functional responsibilities

  • Establishes and maintains a constructive dialogue with all stakeholders, fostering trust and collaboration to ensure the successful delivery of projects.
  • Collects, analyzes, and organizes all necessary data and information required for project preparation. When needed, initiates additional studies internally or externally (e.g., through consultants) to address gaps or refine project details.
  • Oversees the production of design documents, ensuring accuracy, making necessary corrections, and validating consultants’ work plans and deliverables to meet project requirements.
  • Leads procurement processes, including the preparation of tender documents, conducting negotiations with bidders, and managing consultant contracts throughout the project lifecycle.
  • Supervise construction activities, ensuring adherence to contract specifications, monitoring site progress, and addressing any deviations or issues that arise during implementation.
  • Coordinates and delivers necessary communication and training to hospital staff, ensuring they are equipped to effectively use the new facilities, equipment, and services
  • Oversees the commissioning and formal handover of infrastructure and equipment to the appropriate parties, ensuring all deliverables meet quality standards.
  • Ensures proper and timely reporting on project progress, using designated tools (e.g., PAM) to provide accurate and transparent updates to stakeholders.
  • Prepares detailed project studies that clearly define the scope of work, expected outcomes, required resources, estimated costs, and project timelines. These studies may include multiple options to provide flexibility in decision-making
  • Collaborates with Subject Matter Experts to ensure relevant resources are updated and accessible on appropriate platforms.

Certifications / Education required

  • Bachelor’s degree in Civil Engineering or Architecture.

Professional experience required

  • 6 years of professional experience in construction project management.
  • Confirmed experience in managing consultants, contractors, and administering contracts.

What we offer

  • Salary Package: 2’927 – 4’275 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
  • 13th Month of salary paid in December, pro rata basis in accordance with the period worked.
  • Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.
  • Health Insurance: 90% of premium fees under class B, coverage include: Doctor visits, Medicines, Therapy services, etc.
  • International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.
  • Other benefits subject to internal rules and regulations: High Cost of Living Allowance (HCLA), Schooling allowance, eyeglasses, designated personal training budget for learning opportunities.

Additional information

  • Location: South Hospitals (Tebnine and Marjayoun Governmental Hospitals)
  • Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
  • Type of contract: Fixed Term, 1year (Renewable based on performance and need for position)
  • Activity rate: 100%
  • Estimated start date: March 1, 2026
