PRIMARY DUTIES & RESPONSIBILITIES

  • Infrastructure Defense Act as atechnicianin the Watch & Protect program, conducting driving inspections and "standby" observations to prevent unauthorized or unsafe work on the city’s raw water systems.

  • Compliance & Enforcement Verify that all contractors have valid license agreements andlocateson-site before breaking ground.Authorized to halt work when safety requirements or permit conditions are not met.

  • Construction OversightMonitorin-progressutility crossingprojects, ensuring every phasecomplies withcity codes, project plans, and safety regulations.

  • Field CollaborationParticipateinsite walk-throughs with contractorsand provide real-time updates to supervisors to resolve issues before they escalate.

  • Accurate ReportingMaintainmeticulous logs and digital files to track inspections, communication with other city departments, and project milestones.

  • Technical Support Perform miscellaneous field tasks, including gathering site data and supporting special projects as needed tomaintainsystem integrity.

  • EmergencySupportThe employee must be able to workovertime andafter-hoursduring emergency situations.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

MINIMUM QUALIFICATIONS

An equivalent combination of education, training, and experience thatdemonstratesrequired knowledge, skills, and abilities may be considered.

Education:

  • High School Diploma, GED, or equivalent

Experience:

  • At least one(1) year of experience in utility construction, excavation work, construction inspection, or construction observation

Knowledge:

  • Basic knowledge of water utility infrastructure, including pipelines, valves, and related facilities used in raw water transmission systems

  • Basic knowledge of construction practices and excavation activities associated with utility installation and maintenance

  • Basic knowledge of utility damage prevention practices and the purpose of state one-call/locatesystems (e.g., 811)

  • Basic knowledge of workplace safety practices related to construction sites and excavation activities

  • Basic knowledge of applicable city codes, standards, and procedures related to construction near municipal utility infrastructure

  • Basic knowledge of recordkeeping and documentation practices used in field inspections and monitoring activities

  • Familiarity with common construction terminology and equipment used in utility construction projects

Skills:

  • Skill inobservingconstruction activities andidentifyingconditions that may pose risk to underground or surface infrastructure

  • Skill inmaintainingaccuratefield notes, inspection logs, and electronic records

  • Skill in communicating clearly with contractors and city staff in field environments

  • Skill in reading and interpreting basic construction drawings, maps, or utility alignment information

  • Skill in using common office and field technology, including tablets, mobile devices, cameras, and basic computer software

  • Skill in gathering and documenting field information in a clear and organized manner

Abilities:

  • Ability toestablishand maintain effective working relationships with employees, other departments, contractors, developers, and citizens

  • Ability tomonitorconstruction and excavation activities andidentifypotential impacts to water utility infrastructure

  • Ability to verify required documentation, permits, andlocatemarkings prior to excavation activities

  • Ability to follow established procedures and exercise sound judgment whenobservingunsafe or non-compliant work activities

  • Ability towritedetailed reports

Licenses and Certifications Required:

  • Mustpossessa valid Colorado driver’s license and be able tooperatea city vehicle, or otherwisedemonstrateability to meet the transportation requirements of the position

WORKING CONDITIONS

Essential Personnel:

When a local announcement of emergency or disaster is declared by thecity, all City of Aurora employees maybe requiredto work as essential personnel.

Physical Demands:

  • Mediumphysicalworklifting no more than 50 pounds at a timewith or withoutassistance

  • Frequent lifting orcarrying ofobjectsweighing up to 25 poundswith or withoutassistance

  • Regular walking and standing

  • A full range of body movements including bending, stooping, pushing, pulling, and climbing

  • Ability to safelyoperatea motor vehicle to perform field inspections.

  • Ability to review plans, specifications, and written materials, with or without reasonable accommodation

  • Ability to communicate with employees, contractors, and residents in field environments, with or without reasonable accommodation

Work Environment:

  • Works indoors and outdoors in all weather conditions and over all types of terrain

  • Exposure to construction environments, uneven terrain, and varying weather conditions

Equipment Used:

  • Operatesmotor vehicles, field tablets, andpersonal computers

  • Operatesmeasuring equipment such as tapes, levels,andcameras

  • This position may require the incumbent to occasionally use personal equipment (e.g.vehicle, cell phone, tools, etc.) in the course of their employment

The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026. The scheduled furlough dates are January 16, April 10, July 2, and December 24.
