We are seeking an experienced Water Safety Specialist & Hydraulic Engineer to contribute to the design, assessment, and maintenance of hydraulic infrastructure and flood defence systems. The role focuses on ensuring technical quality, managing safety risks, and supporting project delivery across multiple phases.
Key Responsibilities
1. Contract Preparation & Project Realization
Develop functional technical contract specifications
Prepare verification and validation plans
Compile risk assessments and mitigation measures
Draft technical requirements for flood defences and hydraulic structures
Contribute to cost estimates for civil engineering projects
Review contractor documentation and provide technical evaluations
2. Technical Review & Assessment
Evaluate designs, work plans, and technical proposals
Assess verification and validation documentation
Review structural elements such as channel walls, bank protections, and bed defenses
Provide advisory reports on implementation-related issues
3. Water Safety & Infrastructure Projects
Produce technical analyses on revetments, stone structures, and water barriers
Develop specifications for maintenance of dikes and dams
Provide technical justification for infrastructure materials (steel, concrete, timber)
Review contractor designs, drawings, schedules, and quality documentation
Participate in technical meetings and document decisions
Assess contract changes and produce observation reports on work quality
Review project completion and delivery documentation
4. Management & Supervision
Provide technical oversight and guidance within project teams
Support coordination with stakeholders and contractors
Requirements (Mandatory)
Bachelor's degree (HBO level) in Civil Engineering or related field
Minimum 10 years of experience with hydraulic structures
At least 10 years of experience drafting functional specifications
Minimum 10 years of experience assessing water-retaining structures in flood defence systems
Strong experience with systems engineering methodologies (e.g., SE)
Extensive knowledge of relevant standards, regulations, and water safety frameworks
Proven consulting experience or advisory role background
Proficiency in Dutch language
Preferred Qualifications
Demonstrated expertise in hydraulic engineering and water safety
Experience with systems/tools such as Relatics, GRIP, or similar
Strong communication and stakeholder management skills
Ability to navigate organizational dynamics and influence decision-making
