TECHNICAL LEADERSHIP AND TECHNICAL INPUT
- Actively get involved and support field staff to ensure that projects adhere to set sector standards (donor, government, cluster, etc.).
- Take lead in the facility designs, supervision and reporting in consultation with the National WASH Manager on an ongoing basis
- Undertake periodic project monitoring using water technology and technical backstopping, which could mean secondment to other field locations to support/lead a project for some weeks to fill critical gaps.
- Take lead in improvement of access to sanitation and hygiene through community-led approaches.
- In coordination with Community Engagement and Hygiene Promoter, engage with communities, schools and Healthcare facilities to implement hygiene behavior change and prevent diarrheal diseases.
- Conduct water quality tests at sources and households as may be needed to ensure standards and sustainability.
- Ensure water points have sustainability plans and training in Water source management and handpump mechanics operations.
- Coordinate the implementation of the WVSS WASH Technical Approach, including identifying on-going priority areas.
- Define WASH focus areas relevant to WVSS ministry and in accordance with the practical and strategic needs of children.
- Lead contextual sectorial analysis to inform strategy and programming.
- Ensure integration with other sector and departments to optimize resource use and program impact.
- Coordinate the pipeline requests to the cluster core pipelines and actively liaise with UNICEF on IOM on this.
- Ensure timely and detailed reporting both internally and externally.
ENGAGEMENT AND NETWORKING
- To actively engage with various WASH networks (within and outside WV Partnership) and regularly update the National Office.
- Ensure representation on relevant humanitarian cluster and technical working groups
- Be WVSS focal point for the Sub-National WASH cluster and lead all communication with the cluster.
- Responsible for the 5W reporting and other reports to the Sub-National WASH cluster.
- Represent WV in sector specific national and regional forums deemed necessary for quality programming and profiling WVSS.
- Participating in interagency needs assessments (IRNAs) as relevant to WVSS program strategy.
- Engage with stakeholders and advocate for WASH needs and influence policies in favour of the WASH outcomes.
GRANT ACQUITISION AND RESOURCE MOBILISATION
- Provide technical support in needs identification and assessments.
- Provide technical support in resource acquisition and project design.
- Develop realistic project budgets in line with project proposal narrative.
- Lead the process of acquiring support from the cluster Core Pipeline.
- Ensure proper management, tracking, information and reporting of donated core pipeline supplies and other gift in kind (GIK).
STAFF CAPACITY BUILDING
- Carryout staff capacity building assessments
- Contribute to development of the staff annual capacity building plan
- Participate in developing ToR for capacity building consultancy
- Conduct capacity-building sessions for staff under his/her supervision.
- Report quarterly on staff capacity-building progress to the National WASH PM.
Qualifications/Education/Knowledge/Technical Skills and Experience.
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required:
- Bachelor degree in Civil Engineering or Water Resources or Community WASH/ Public Health with focus on WASH will be preferred.
- Minimum 8years WASH experience in South Sudan and 5years field experience in an emergency response program.
- Excellent experience in accessing programming resources, especially from donor governments.
Minimum 2 year of experience in developing proposals and their budgets. - Thorough knowledge of project management cycle and experienced in project budget management.
- Experience in models and methods of staff training, facilitation and capacity building.
- Experience in developing systems to capture and measure the impact of WASH activities such as mWater.
- Highly experienced in representing and presenting at external meetings.
- Have strong software skills including Word, Excel, PowerPoint, and strong in Engineering Design Software (i.e. AutoCAD, ArchiCAD, EPANET, GIS etc.).
