As a member of the William Osler Health System (“Osler”) Executive Team and Clinical Operations Leadership, the Vice President, Quality, Risk, Patient Experience, Professional Practice and Chief Nursing Executive (“VP and CNE”) provides executive leadership that is accountable for enterprise-wide quality, patient safety and patient experience outcomes and advances professional practice. The Vice President and CNE models people-centred care, promotes interprofessional collaboration, and champions a just culture grounded in learning and accountability.

Reporting to the Executive Vice President and Chief Clinical Officer, with a dotted line matrix reporting to the President and CEO, the VP and CNE provides enterprise-wide system leadership for the following areas:

  • Quality and Patient Safety
  • Professional Practice (Nursing and Allied Health)
  • Patient Experience and Health Justice
  • Ethics and Spiritual Care
  • Enterprise Risk Management
  • Business Continuity and Emergency Management

Accountabilities:

  • Provide visible executive leadership to advance Osler’s vision and align priorities, decisions, and resources with strategy and performance
  • Lead strategic initiatives with clear governance, milestones, and cross-functional collaboration across corporate leaders and clinical leadership dyads
  • Serve as Chief Nursing Executive, setting vision for nursing excellence, professional practice and patient-centered care
  • Accountable for enterprise-wide accreditation readiness, leading the strategic direction, governance oversight, and organizational execution of accreditation processes, ensuring sustained compliance with national standards and providing assurance to the Board on quality, patient safety, and performance
  • Ensures organization-wide compliance with professional and regulatory standards, provides strategic leadership on evidence-informed practice and quality improvement, patient safety, and reliability systems, including measurement, learning, and sustainment
  • Accountable for the oversight, stewardship, and optimization of all nursing government funding envelopes (e.g., NGG, IEN, Scholar programs), ensuring strategic alignment, operational execution, fiscal accountability, and measurable impact on workforce capacity and clinical excellence
  • Accountable for establishing and sustaining a just culture with measurable improvements in patient safety reporting and learning
  • Accountable for enterprise risk management framework, including identification, mitigation, monitoring, and Board reporting of strategic and operational risks
  • Partners with clinical program leaders to embed quality, safety, and practice standards into operations
  • Embed patient experience, equity, inclusion, and culturally safe care into strategy, practice, and performance monitoring
  • Directs and is accountable for ethics and spiritual care, supporting consultation, education, and complex decision-making
  • Accountable for business continuity, and emergency preparedness, including reporting to executive leadership and the Board
  • Accountable for advancing Academic Practice Partnerships
  • Provide executive clinical leadership for Hospital Information System optimization and other clinical technology/infrastructure projects that will support high-quality, efficient & sustainable healthcare
  • Advance strategic external partnerships to strengthen early talent pathways into clinical care roles, including clinical placements, preceptorships, and transition-to-practice programs
  • Provide governance leadership by participating as an ex-officio member of the Board of Directors, Health Services and Quality Committee and the Medical Advisory Committee, and by supporting nursing-related governance matters
  • Provides executive leadership in labour relations matters impacting professional practice, workforce sustainability, operational performance, and organizational culture

Qualifications

  • Master of Nursing or Master of Science in Health Administration or Master of Business Administration or in a related field required
  • Member in good standing with the College of Nurses of Ontario required
  • Certified Health Executive preferred
  • A minimum of ten (10) years’ successful and progressive leadership/management experience in a health care setting or a similarly complex environment/sector; with minimum of five (5) years' experience in a Clinical Director role
  • Advanced expertise and demonstrated executive leadership in the Ontario healthcare system, including funding models, system integration, and partnerships with Ontario Health and Ontario Health Teams
  • Advanced expertise and demonstrated executive leadership in enterprise quality, patient safety, and continuous quality improvement, with a proven ability to lead organization-wide transformation and foster a culture of innovation and accountability
  • Demonstrated executive leadership and understanding in applicable healthcare legislation and regulatory requirements, including the Excellent Care for All Act, Mental Health Act, Canada Health Act, and Occupational Health and Safety Act, with the ability to operationalize legislative requirements into practice
  • Human resources leadership in unionized environments, including succession planning, executive coaching, labour relations, and leading large-scale cultural and operational change
  • Accreditation, quality standards, and regulatory compliance (e.g., Accreditation Canada)
  • Commitment to philanthropy and partnership with hospital foundations to advance strategic priorities
  • Large-scale organizational transformation and change leadership, including implementation of clinical, operational, and digital transformation initiatives within complex unionized healthcare environments
  • Executive partnership with physician leadership to advance quality, professional practice, clinical transformation, and strategic organizational priorities
  • Demonstrated ability to lead through influence, negotiation, conflict resolution, and consensus-building across diverse stakeholder groups

Hours: Currently days, Monday to Friday (subject to change in accordance with operational requirements)

This role is Onsite First:Roles that frequently support direct patient care and have dedicated hours when they are available to patients, team members and/or other partners.
