Job Shift: DayThe VP of Clinical Services for the Residential and Housing Programs provides strategic clinical leadership and oversight across the agency’s residential and housing programs, including foster care group homes and Children’s Community Residences. This role is responsible for developing and implementing a unified therapeutic framework, ensuring high quality, trauma informed clinical care, and supervising a multidisciplinary team. The VP of Clinical Services ensures that all services align with evidence-based practices, regulatory requirements, and the agency’s mission to support healing, wellbeing, housing stability and permanency for youth in care.
Clinical Leadership & Program Oversight
- Develop, implement, and continuously refine a trauma-informed therapeutic model for all residential programs.
- Provide clinical oversight and direction across youth treatment planning, crisis intervention, behavioral health supports, and care coordination.
- Monitor clinical quality, consistency, and fidelity to evidence-based practice across sites.
- Review and approve clinical documentation, treatment plans, incident reports, and service notes as required.
- Ensure that incidents and CAPS are reviewed and closely monitored for accountability, ongoing training, and reporting expectations.
Staff Supervision & Development
- Supervise, support, and evaluate the multi-disciplinary team providing clinical support to the youth in the residential programs.
- Provide regular individual and group clinical supervision.
- Provide clinical consultations for the housing programs.
- Promote clinical excellence through coaching, reflective supervision, and training in best practices.
- Support staff development in trauma-informed care, behavioral management, and youth engagement.
Therapeutic Model & Evidence-Based Practices
- Lead the design and integration of a therapeutic milieu model appropriate for youth in foster care and community residences.
- Identify and implement evidence-based modalities such as CBT, TF‑CBT, Motivational Interviewing, DBT skills, or other relevant interventions.
- Ensure staff receive appropriate training and ongoing coaching in selected models.
Collaboration & Multidisciplinary Coordination
- Partner with program leadership, administrative teams, and external providers to ensure seamless service delivery.
- Collaborate with psychiatrists, nurses, education staff, and care managers to support holistic care for youth.
- Serve as a clinical representative in internal and external case conferences, audits, and quality reviews.
Compliance, Quality Assurance & Reporting
- Ensure compliance with ACS, OCFS, OMH, Medicaid, and all regulatory and accreditation standards such as CARF.
- Develop and monitor clinical metrics, outcomes, and performance indicators.
- Participate in audits, prepare reports, and implement corrective action plans as needed.
Youth & Family Engagement
- Promote family-centered and youth-centered practice within residential programs.
- Support staff in implementing strategies to engage families, permanency resources, and community support.
- Oversee crisis planning, safety planning, and aftercare supports as applicable

Qualifications
- Master’s degree in social work, Mental Health Counseling, Psychology, or related clinical field.
- Current New York State clinical license- LCSW.
- Minimum 5–7 years of post-graduate clinical experience working with children/youth in foster care, residential treatment, or behavioral health settings.
- Minimum 3 years supervisory experience leading clinical staff/diverse team.
Preferred
- Experience in developing or implementing therapeutic residential models.
- Familiarity with ACS, OCFS, OMH, and DOHMH regulations.
- Training or certification in evidence-based practices (e.g., TF CBT, MI, DBT, ARC).
- Strong crisis management and de-escalation skills.
Working Conditions
- • Hybrid on-site/administrative work; regular presence in multiple residential locations.
- • Participation in rotating on-call or after-hours support may be required.
