Position Summary
The Vice President of Clinical Services is a key member of the leadership team, responsible for the strategic leadership, oversight, and integration of all clinical service lines, including behavioral support services, nursing services, and the organization’s mental health practice (monarc, LLC).
This role ensures the delivery of high-quality, person-centered clinical care through strong clinical governance, regulatory compliance, and continuous quality improvement. The VP of Clinical Services will lead efforts that enhance clinical outcomes, ensure compliance with DDA and healthcare regulations, and align clinical services with the organization’s mission and strategic priorities.
Position Responsibilities
In a manner consistent with supporting The Arc NCR Mission Statement, the VP of Clinical Services shall:
Clinical Leadership & Strategy
- Provide strategic leadership and direction for all clinical services in alignment with the organization’s mission, vision, and values.
- Ensure all clinical services are delivered using a person-centered, trauma-informed, and evidence-based approach.
- Lead the development and execution of a comprehensive clinical services strategy, including behavioral supports, nursing, and mental health services.
- Partner with the executive team to integrate clinical priorities into overall organizational strategy and growth initiatives.
Quality Enhancement & Compliance
- Lead the organization’s quality enhancement and clinical quality assurance efforts, ensuring continuous improvement across service lines.
- Establish and monitor clinical performance metrics, outcomes, service and quality indicators.
- Ensure compliance with all applicable regulations and standards, including DDA, COMAR, Medicaid, MDH, CMS, and other governing bodies.
- Serve as the primary liaison for clinical compliance with regulatory agencies and accreditation entities.
- Develop, implement, and oversee clinical policies, procedures, and protocols.
Oversight of Clinical Services
- Provide executive oversight of:
- - Behavioral Support Services
- - Nursing Services (including delegated nursing and health supports)
- - Mental Health Services (monarc, LLC)
- Ensure effective coordination and integration between clinical teams and program operations.
- Support the development and expansion of innovative clinical service models that meet the evolving needs of people supported.
Leadership & Team Development
- Provide supervision, mentorship, and professional development for clinical leadership staff.
- In partnership with HR, recruit, develop, and retain qualified clinical professionals.
- Foster a culture of clinical excellence, accountability, collaboration, and continuous learning.
Operational & Financial Oversight
- Collaborate with the CFO and finance team to develop and manage budgets.
- Monitor utilization, productivity, and financial performance of clinical services.
- Ensure sustainability and appropriate billing practices across all clinical service lines.
Partnerships & External Relations
- Represent the organization in partnerships with healthcare providers, community organizations, and stakeholders.
- Support strategic alliances that strengthen clinical service delivery and expand access to care.
- Participate in meetings, committees, and external workgroups related to clinical services and healthcare integration.
Strategic Planning & Executive Collaboration
- Provide leadership and input into organizational strategic planning initiatives.
- Prepare reports and presentations for the CEO, Board of Directors, monarc Management Committee, and key stakeholders.
- Contribute to executive-level decision-making related to growth, risk, and service delivery models.

QualificationsEducation, Training, and Experience
- Registered Nurse (RN) required (active license in Maryland).
- DDA Certified Medication Technician/Delegating Nurse (CM/DN) certification required.
- Current CPR certification required.
- Bachelor’s degree in Nursing required; Master’s degree preferred (Nursing, Healthcare Administration, Public Health, or related field).
- Minimum of 10 years of progressively responsible clinical experience, with at least 5 years in a senior leadership or management role.
- Experience in the DDA service system strongly preferred, including familiarity with waiver services and person-centered practices.
- Experience overseeing multiple clinical disciplines (nursing, behavioral health, mental health).

This position is based on site in Belcamp/Aberdeen Maryland (Monday through Friday). It is not a remote eligible position and relocation assistance will not be offered.
