About the Role

At ICL, data is how we understand our impact, find opportunities to improve, and build evidence for the broader sector about the services that truly help people get better. As part of our strategic plan, we have established a dedicated department for performance measurement, evaluation, and quality improvement, serving as ICL's analytical backbone and expanding our data-driven culture across 140 programs. We are looking for an exceptional leader to join the department's leadership and guide our Data & Impact team. In close partnership with the Chief Data, Impact & Quality Officer, the VP will help strengthen how our programs measure and improve their work and foster a culture of data curiosity across the organization. Because this is a new role, the incoming VP will have the unique opportunity to shape how this work grows, and to help ICL share leading innovations and practices with the field.

Primary Responsibilities:

  • Partner closely with the CDIQO to help shape the departmental vision, annual priorities and planning, and translate the organization’s strategic plan objectives into departmental workplans.
  • Serve as a senior organizational subject-matter expert in performance measurement, metric development, data management, and quality improvement.
  • Lead and supervise the Data & Impact team, including project supervision, staff development and hiring, and establishing internal standards and workflows.
  • Manage the team’s project portfolio, including planning, prioritization, day-to-day coordination, and quality review of deliverables.
  • Oversee performance measurement across ICL’s programs and departments, ensuring metrics, dashboards, and reports are well-defined, standardized, and actionable.
  • Lead quality improvement initiatives in partnership with divisional and program leadership, including facilitating regular program performance reviews that build accountability and a culture of learning with data.
  • Contribute hands-on analysis to complex, high-visibility projects, setting the standard for rigor and quality across the team's work.
  • Collaborate with our Program Evaluation team to turn evaluation findings into meaningful performance measures and monitoring tools.
  • Serve as a key stakeholder and partner with IT in the continued development of ICL's data lakehouse, drawing on knowledge of how data is used across the organization to inform architecture priorities, semantic model design, and reporting needs.
  • Present findings and recommendations to program, divisional, and executive leadership.
  • Oversee training and coaching for managers and staff on using data to improve performance and make decisions.
  • Perform all other duties as assigned by the CDIQO.
