Job Description

The Vice President of Development & Construction leads all real estate development and construction functions for Spotless Brans’ express, full-service, and flex car wash locations nationwide. Acting as the owner’s representative, this executive plays a critical role in driving growth both de novo development and M&A activity. The role provides strategic oversight for every phase of the project lifecycle – including feasibility, entitlement, permitting, construction, and closeout – while ensuring projects are delivered on time, within budget, and aligned with Spotless Brands’ standards.

This leader is responsible for department policy evolution, consultant and contractor partnerships, internal process improvement, and accurate reporting to support strategic decision-making. The Vice President provides performance management, mentorship, and professional development for a high-performing team of project managers and construction managers, fostering cross-functional alignment with real estate, legal, operations, and finance.

Essential Functions (Other Duties as Assigned)

Leadership & Department Oversight

  • Provide executive leadership for the Development & Construction department, including people development, resource planning, and organizational effectiveness
  • Manage and continuously improve Spotless Brands’ development criteria, process workflows, and design standards
  • Drive cross-functional collaboration with Operations, Integration, Legal, Finance, and Real Estate teams
  • Develop and maintain relationships with public/private agencies, general contractors, and consultant partners nationwide
  • Evolve and oversee the accuracy of department dashboards, project tracking tools, and cost reporting
  • Ensure project schedules, budgets, and reports are consistently updates and accurately maintained across the team

Pre-Development & Feasibility

  • Guide the entitlement and permitting strategy in partnership with pre-construction project managers and dealmakers
  • Participate in site selection, feasibility analysis, and deal review, including site plans, civil concepts, zoning, and incentive review
  • Support investment committee packages with project strategy, timing, and cost alignment

Permitting Phase

  • Oversee all entitlement efforts including city meetings, pre-application reviews, and consultant coordination (e.g., architect, civil engineer)
  • Ensure due diligence is completed for each site, including title, survey, ESA, geotechnical, traffic, and stormwater assessments
  • Lead team through budgeting and stie plan finalization to support land or lease closings

Construction Readiness

  • Ensure seamless transition from entitlement to construction, including coordination with consultants, contractors, and internal stakeholders
  • Review and manage general contractor bids, negotiate construction contracts, and prepare final project budgets
  • Ensure alignment with finance and legal teams for land closings, loans, and development agreements

Construction Phase Execution

  • Lead project oversight through construction, ensuring utility coordination, RFI response timelines, change order controls, and frequent site visits
  • Conduct weekly project meetings, issue progress reports to executive leadership, and track milestone delivery
  • Partner with operations and integration teams to ensure timely readiness for hiring, training, and site set-up
  • Oversee completion of punch lists and ensure timely certificate of occupancy and site turnover

Project Closeout & Turnover

  • Deliver complete project handoff to asset management and facilities teams, including final documentation, budgets, and closeout reporting
  • Ensure final project costs are reconciled against approved budgets and provide variance explanations to executive leadership

Team Leadership

  • Lead and develop a team of direct reports including project managers, construction managers, and support staff
  • Provide ongoing coaching, performance management, succession planning, and professional development to build leadership capability across the team
  • Foster a high-performance culture grounded in accountability, integrity, and collaboration

Other duties as required

Education and Experience

  • Bachelor's degree in construction management, architecture, civil engineering, or related field required; advanced degree preferred
  • Minimum of 10 years of experience in development and construction leadership roles, including Director or VP-level positions in multi-site retail, real estate, or construction environments
  • Proven experience acting as an owner’s representative managing full project lifecycle from site acquisition through grand opening
  • Strong track record of managing multiple large-scale projects in parallel, across multiple geographies

Knowledge, Skills, and Abilities

  • Deep understanding of commercial development processes including entitlement, permitting, construction management and site turnover
  • Familiarity with regulatory and governmental permitting processes across multiple jurisdictions
  • In-depth knowledge of site development documents, utility coordination, construction contracts, and project financing
  • Executive-level communication, negotiation, and stakeholder management skills
  • Superior planning, scheduling, and budgeting abilities
  • Proficiency in project management and reporting tools (e.g., Microsoft Office Suite, Smartsheets, Microsoft Project)
  • Ability to interpret and guide architectural, engineering, and construction documents
  • Ability to lead and inspire diverse project teams and external partners
  • Ability to assess risk, solve complex problems, and make data-driven decisions
  • Ability to represent Spotless Brands in public forums, agency meetings, and strategic partnerships

Physical Requirements

  • Must be able to sit or stand for prolonged periods while working at a computer or during design and project meetings
  • Must be able to travel to development sites, walk job sites with uneven terrain, and participate in site evaluations
  • Must be able to occasionally lift or carry design boards, samples, or project documents up to 25 pounds
  • Must have reliable transportation for site visits and possess a valid driver's license and insurance; travel up to 25-40%
