Job Description
Starting Wage Range: $24.60/hr. - $31.84/hr.
Provides services, under direct supervision, to Tribal members, for the purpose of competitive integrated employment through employment counseling and guidance. This contributes to the Tribe’s mission of improving the quality of life for Tribal people by providing Tribal members with employment and/or training services to aid them in becoming employed in a position which meets their goals, gives them the opportunity to be self-supporting, and provides opportunities for career advancement.
Essential Functions:
- Attends authorized Rehabilitation Services Administration (RSA) and Bureau of Indian Affairs (BIA) trainings to develop needed skills and information.
- Under manager’s oversight, assess and determines client eligibility based upon program criteria.
- Participates in and coordinates services in collaboration with Youth Transition Programs (YTP) including Individual Education Plans (IEP), family members, and school counselors.
- With manager’s oversight, provides services in adherence to RSA requirements under the Rehabilitation Act, adhering to Certified Rehabilitation Counselor (CRC) code of ethics.
- In collaboration with supervisor and colleagues, will work toward providing and creating Individualized Plans for Employment (IPE) in accordance with disability limitations as outlined in DSM 4-5, ICD 9-10, abilities, client goals, and assessment evaluations.
- With manager’s oversite, develop clients’ Individualized Service Plan (ISP) and/or Individualized Plan for Employment (IPE) that addresses their employment barriers.
- Refers to supervisor for determining client eligibility for VR/477 Program in adherence to RSA/BIA regulations.
- Provides employment co-counseling and guidance to eligible clients.
- Coordinates assessment testing including physical capacity testing, psycho-educational and neuropsychological evaluations.
- Establishes files of tribal, state and federal resources.
- Will be trained in maintaining proper documented client files and database within established RSA/BIA timelines and guidelines.
- Provides appropriate referrals for non-eligible Tribal members.
- Performs a variety of other duties as assigned by supervisor.
Education, Experience, and Licenses:
- High School Diploma or GED equivalency required. Associate’s degree in Social Services, Human Services or closely related field of study preferred.
- Requires a minimum of one (1) year directly related work experience in an increasingly responsible position in a social service, employment services or vocational rehabilitation program.
- OR equivalent combination of education, training and experience.
Driving Requirements:
- Employees may be required to drive for work-related purposes and must maintain a valid Oregon Driver’s License (ODL), meet company vehicle insurance requirements, and provide proof of personal vehicle insurance.
Qualifications, Registrations, and Certifications:
- Records retention, report writing, and accurate documentation required.
- Must be able to establish and maintain effective working relationships with others.
- Requires excellent written and oral communication skills.
- Requires ability to work independently.
- Requires working knowledge and proficiency in use of office equipment and computer software such as Microsoft Word, Excel, Power point, and Outlook.
- Requires a First Aid/CPR certificate or must be able to obtain within sixty (60) days of hire.
- Must have excellent interpersonal skills due to the high level of customer contact.
- Must have the ability to work with angry or disgruntled clients in a cooperative and effective manner.
- Knowledge of and sensitivity to Native American culture required.
Environmental Factors and Conditions/Physical Requirements:
- Continually requires the ability to express or receive detailed information or important instructions through oral communication.
- Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
- Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
- Occasionally requires lifting of up to 40 pounds.
- This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
- Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
- Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
- May be called upon to serve as a Disaster Reservist during emergencies.
- Local travel is occasionally required. Travel outside of the state is infrequently required.
