General Description and Classification Standards

The Visual Content Creator is responsible for producing and editing high-quality video content as the primary function, using professional video production and editing technology, while also capturing photography and supporting graphic design projects for the Atlanta City Council.

This role ensures compelling video and visual storytelling for Council initiatives, meetings, and community engagement efforts. Work involves independent judgment, technical expertise, creative discretion, and collaboration with the Communications Director and staff.

Supervision Received

Direction received is general, with creative discretion over production approach. Position plans own shoot and edit schedules, collaborating with the Communications Director, Council Chief of Staff, Councilmembers, and Council staff. Work is performed under the general direction of the Communications Director.

Essential Duties and Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

Videography & Video Production

  • Plan, shoot, and produce professional video content for Council meetings, events, press conferences, and community activities, including multi-camera and single-camera setups.
  • Operate broadcast-quality cameras, gimbals, drones (as certified), and audio recording equipment to capture footage that meets Council production standards.
  • Set up and manage lighting, audio, and livestreaming equipment for Council meetings and public events.
  • Maintain an organized, searchable archive of raw and finished video and photo assets, including proper file naming, tagging, and storage/backup protocols.

Video Editing & Post-Production

  • Edit video content using professional non-linear editing (NLE) software to produce polished, publish-ready videos for social media, the Council website, and broadcast.
  • Apply advanced post-production techniques, including multi-track audio mixing and sound design, color correction and grading, motion graphics, and visual effects.
  • Manage video codecs, formats, and export settings to ensure content is optimized and technically compliant for each distribution platform (web, social, broadcast).
  • Edit photographs and create graphics and layouts for digital and print collateral, secondary to video production priorities.

Technology & Equipment Management

  • Operate, maintain, and troubleshoot cameras, lenses, lighting gear, audio equipment, livestreaming hardware, and video editing workstations.
  • Manage digital asset storage systems, editing software licenses, and file backup infrastructure to protect and organize video and photo libraries.
  • Stay current on video production and editing technology, evaluate equipment and software needs, and recommend upgrades to improve production quality and efficiency.
  • Manage projects requiring external vendors for additional video production, livestreaming, or technical services.

Content Strategy & Collaboration

  • Work closely with Communications staff to produce video-first visual content aligned with Council branding and messaging.
  • Identify opportunities to enhance social media and web platforms through video and visual content.
  • Coordinate with internal divisions to stay informed on events and initiatives requiring video coverage.

Production Leadership

  • Direct talent and manage shoot logistics during video and photo productions.
  • Ensure strict technical and creative quality control to maintain the Council’s visual and video identity.
  • Uphold photojournalistic and video journalistic ethics and integrity.
  • May perform other duties as assigned.

  • Advanced proficiency in professional non-linear video editing software (e.g., Adobe Premiere Pro, After Effects) and video production technology.
  • Expertise in videography principles, including camera operation, lighting, audio capture, and multi-camera production.
  • Strong technical knowledge of video codecs, formats, livestreaming systems, and broadcast-quality production standards.
  • Proficiency in the broader Adobe Creative Suite (Photoshop, Lightroom) for photography and graphic design support work.
  • Expertise in photography principles, composition, and lighting techniques.
  • Strong organizational and multitasking skills; ability to manage multiple video projects and meet deadlines under pressure.
  • Excellent communication and collaboration skills.
  • Ability to conceptualize and execute video and creative projects from start to finish, including troubleshooting technical production issues.

Minimum Qualifications

Education and Experience

  1. Bachelor’s degree in Broadcast Journalism, Film/Video Production, Visual Media, or a related field preferred (Additional years of experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of seven (7) years of professional related experience)
  2. Minimum 3–5 years of professional videography and video editing experience; experience in photography preferred.
  3. Experience covering government or political events is a plus.
  4. Municipal or public sector experience preferred.

Licensures and Certifications

None required.

Preferred Requirements

  • 5–8 years of video production and editing experience.
  • 3–5 years producing video content covering politics or government.
  • Advanced skills in video editing software, motion graphics, and photography.

Work Environment

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Work includes frequent travel to Council meetings, events, and community locations, and may involve indoor and outdoor filming in varying conditions.

This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.

Lifting Requirements: Medium work: Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, to lift, carry, push, pull, or otherwise move objects, including cameras, tripods, lighting kits, and video production equipment.
