Job Description

Reporting directly to the Chief Information & Technology Officer, the Vice President, Infrastructure & Cloud provides strategic leadership for Citadel’s enterprise infrastructure, cloud, network, telecommunications, and technology-recovery capabilities.”

The Vice President develops and executes infrastructure and cloud roadmaps that support reliable current operations while enabling future-state architecture, digital growth, enterprise data, AI, integration, and application modernization. This position leads infrastructure operations, cloud services, network engineering, telecommunications, disaster recovery capabilities, and technology capacity planning while ensuring operational excellence and strong service delivery.

Through leadership of Infrastructure, Cloud, Network, and Telecommunications teams, the Vice President ensures Citadel maintains a secure, resilient, and scalable technology foundation capable of supporting evolving business and member needs.

Responsibilities

Infrastructure & Cloud Strategy

  • Develop and execute Citadel's infrastructure and cloud strategy in alignment with organizational goals and technology roadmaps.
  • Lead modernization initiatives that enhance reliability, scalability, and operational efficiency.
  • Evaluate emerging technologies and infrastructure solutions to support future business requirements.
  • Establish infrastructure standards, governance, and operational frameworks that support organizational growth.

· Accountable for translating target-state architecture into deployable infrastructure and cloud capabilities; supporting application modernization, data platforms, integration services, and AI workloads; establishing reusable cloud and infrastructure services for engineering teams; and partnering on cloud-native and platform-engineering standards.

Infrastructure Operations & Reliability

  • Provide executive oversight for enterprise compute, storage, server platforms, and backup environments.
  • Ensure high availability, resilience, and performance of critical infrastructure systems.
  • Drive operational excellence through proactive monitoring, maintenance, and lifecycle management practices.
  • Lead infrastructure capacity planning and performance management activities to support business growth.

Lead technology disaster recovery, infrastructure resilience, high-availability design, recovery testing, and technical support for the enterprise business-continuity program.

Cloud, Network & Telecommunications Leadership

  • Lead enterprise cloud strategy, operations, and optimization efforts.
  • Oversee network engineering, network performance, and connectivity services supporting branch, office, and remote locations.
  • Direct telecommunications strategy and operations to ensure reliable communication services across the organization.
  • Ensure cloud, network, and telecommunications environments support business continuity, and member service objectives.
  • Implement infrastructure and cloud security requirements, architecture patterns, and controls in partnership with the CISO organization.
  • Develop infrastructure roadmaps that balance innovation, reliability, cost, and operational efficiency.

Financial & Vendor Management

  • Develop and manage infrastructure, cloud, network, and telecommunications operating and capital budgets.
  • Evaluate technology investments and infrastructure-related expenditures to maximize value and operational effectiveness.
  • Establish and manage relationships with infrastructure, cloud, telecommunications, and technology service providers.
  • Negotiate vendor contracts and service agreements to ensure strong performance and value realization.
  • Monitor vendor performance against established service expectations and organizational requirements.

Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related field required; advanced degree preferred.
  • Minimum of 10 years of progressive technology leadership experience with responsibility for infrastructure, cloud, network, and telecommunications operations.
  • Demonstrated success leading large-scale infrastructure environments and technology modernization initiatives.
  • Strong knowledge of cloud platforms, enterprise infrastructure architecture, networking, telecommunications, disaster recovery, and business continuity practices.
  • Experience managing technology vendors, strategic partnerships, and infrastructure-related contracts.
  • Proven ability to develop and execute technology strategies that support organizational growth and operational excellence.
  • Strong financial acumen with experience managing operating and capital budgets.
  • Exceptional leadership, communication, and stakeholder management skills.
