About the position:

The ideal candidate will have 5-7 years of experience in compliance testing or internal audit at a Foreign Banking Organization regulated by the Federal Reserve and NY Department of Financial Services. The individual will be responsible for the execution of a comprehensive CQA program, ensuring adherence to regulatory requirements and internal policies across all business lines. This role requires strategic thinking, knowledge of control frameworks, and the ability to partner with stakeholders throughout the organization.

About the department:

ING is seeking a skilled Vice President of Compliance Quality Assurance (CQA) to assist in the execution of the Firm’s Quality Assurance program within the Compliance organization.

Responsibilities:

Quality Assurance Leadership:

  • Oversee all phases of QA Testing reviews – planning, fieldwork & reporting.
  • Develop and refine the QA methodology and framework, incorporating best practices and evolving regulatory requirements.
  • Promote a culture of quality assurance and continuous improvement across the organization.

Compliance Testing:

  • Develop and execute comprehensive monitoring and testing scripts and plans for the QA function.
  • Oversee the monitoring and testing of the design and effectiveness of policies, procedures, and controls in accordance with regulatory and internal obligations.
  • Document workpapers in accordance with the established CQA methodology.

Reporting and Remediation:

  • Oversee the communication of potential findings to local senior management and other stakeholders; formalize corrective actions as needed.
  • Oversee drafting QA reports and track the remediation of findings to ensure timely resolution and adequate quality of remediation.
  • Advise senior management on emerging trends, risks, and opportunities identified through QA activities.

Qualifications and Competencies

  • Bachelor’s degree required
  • Certified Internal Auditor (CIA), Certified Anti-Money Laundering Specialist (CAMS) or other relevant certifications a plus.
  • Minimum 5-7 years of compliance testing or internal audit experience.
  • Testing experience in Broker Dealer and Foreign Bank Branch regulated environments
  • Strong knowledge of FRB and NYDFS regulations. Working knowledge of FINRA and SEC regulations.
  • Proficiency with automated workpaper and issue management software solutions.
  • Excellent interpersonal and communication skills.
  • Ability to work independently and exercise discretion in developing solutions.

Salary Range: $146,000-198,000
