Job Description

The Vice President, Payment Operations & FX Back Office, is responsible for co-leading operational activities supporting payment processing, foreign exchange back-office functions, TWD settlement, and regulatory reporting. The role ensures timely, accurate, and controlled execution of transactions while maintaining adherence to internal controls, market requirements, and applicable regulatory obligations.

This position also drives operational excellence, risk management, process improvement, and stakeholder engagement across business, technology, compliance, and external market infrastructure partners.

Key Responsibilities-

  1. TWD Settlement Oversight
  • Oversee end-to-end Taiwan Dollar (TWD) settlement activities across relevant payment and FX transaction flows.
  • Ensure all settlement obligations are processed accurately within market deadlines and meet regulator requirement.
  • Monitor settlement queues, exceptions, breaks, and funding-related issues to minimize operational risk.
  • Manage resolution of failed, delayed, or unmatched settlements in coordination with internal and external stakeholders.
  • Maintain strong understanding of local clearing and settlement market practices, infrastructure, and regulatory expectations.
  1. FX Back Office Operations
  • Supervise FX post-trade operational processes, including trade verification, confirmation, settlement instruction handling, exception management, and reconciliation support.
  • Ensure accurate execution of FX-related cash flows and support smooth processing across counterparties, custodians, and correspondent banks.
  • Oversee investigation and timely resolution of trade and settlement discrepancies.
  • Partner with front office, middle office, treasury, and technology teams to address operational issues and improve service delivery.
  1. Regulatory Reporting
  • Lead preparation, validation, and submission support for regulatory reports related to payments, FX operations, and local market requirements.
  • Ensure reporting is complete, accurate, timely, and supported by robust controls and documentation.
  • Maintain awareness of regulatory changes affecting payment operations, settlement activity, and reporting obligations.
  • Coordinate with Compliance, Legal, Risk, Finance, and relevant control functions to implement reporting changes and strengthen governance.
  • Support internal and external audits, regulatory reviews, and information requests.
  1. Risk, Control, and Governance
  • Maintain a strong control environment across operational processes, ensuring adherence to policies, procedures, and service standards.
  • Identify operational risks, control gaps, and process vulnerabilities; implement mitigating actions in a timely manner.
  • Oversee issue management, incident escalation, root cause analysis, and corrective action tracking.
  • Ensure proper maintenance of procedures, process maps, controls inventory, and audit-ready documentation.
  • Drive a culture of accountability, control discipline, and continuous risk awareness.
  1. People Leadership and Stakeholder Management
  • Co-lead, coach, and develop operations staff to build a high-performing and resilient team.
  • Set clear performance expectations and promote a culture of collaboration, ownership, and continuous improvement.
  • Act as a key escalation point for operational issues impacting clients, counterparties, or regulators.
  • Build effective working relationships with internal partners including Operations, Product, Technology, Risk, Compliance, Finance, and Client Service.
  • Support change programs, system enhancements, testing efforts, and process migrations where applicable.
  1. Process Improvement and Transformation
  • Drive efficiency initiatives, automation opportunities, and process simplification across payment and FX back-office workflows.
  • Use data and operational metrics to identify trends, bottlenecks, and service improvement opportunities.
  • Support implementation of new products, regulatory changes, and market infrastructure updates.
  • Contribute to strategic initiatives that improve scalability, resiliency, and client service outcomes.
  • Embraces change and innovation, with a strong willingness to adopt new technologies, including AI-enabled tools, to enhance operational efficiency, controls, and decision-making

Required Qualifications

  • Bachelor’s degree in Finance, Accounting, Business, Economics, or related discipline, or equivalent practical experience.
  • Significant experience in payment operations, FX operations, treasury operations, or banking back-office functions.
  • Strong knowledge of settlement processes, payment controls, and operational risk management.
  • Experience supporting or managing TWD settlement or similar local currency clearing and settlement activities.
  • Experience in regulatory reporting, operational governance, and audit/regulatory engagement.
  • Demonstrated people leadership experience, including team management and staff development.
  • Strong problem-solving, analytical, and decision-making capabilities.
  • Excellent verbal and written communication skills in both Mandarin and English with the ability to engage senior stakeholders.
  • Hold Proficiency Test for Bank Internal Control and Audit certificate.
