Vice President & Caribbean Regional Treasurer, Group Treasury
Location: Dominican Republic (Bilingual: English & Spanish)
Purpose
The Regional Treasurer is responsible for developing and implementing the strategy for the Caribbean Treasury function, including the offshore books in Central America and Colombia, ensuring alignment with Group Treasury strategy and policies. The Regional Treasurer also has a key role in liaising with all business lines (GBM, GCM, GTB, Retail, Commercial and Global Wealth Management) on initiatives that drive business and product opportunities in the region.
The incumbent works with all business lines and each of the regional branches, subsidiaries and affiliates to prudently grow all aspects of treasury business to a level that balances both risk and return. Asset and liability management is a key area of focus and incorporates structural interest rate risk management (local currencies and USD), funding and liquidity management, FX risk management, FTP, capital management, and the management of securities held for investment purposes or pursuant to statutory requirements. The Regional Treasury is expected to provide direction of ALM strategy and ensure adherence to applicable regulatory requirements. The position also has input into other operational areas which have a direct impact on the region’s treasury function, including Technology, risk management, Finance, AML, Internal Control, and Operations.
The Regional Treasurer is also responsible for providing oversight of the internal funding center Scotia Caribbean Treasury Limited (SCTL) in the Bahamas, and for providing oversight on capital management strategies across the region.
Accountabilities
Funding & Liquidity Management for the Region
- Broaden customer base to improve liquidity and reduce reliance on the interbank market.
- Expand funding opportunities in the region.
- Optimize and develop funding instruments / investments to enhance revenue.
- Identify revenue-generating opportunities within established risk tolerance.
- Provide oversight of the utilization of derivatives products.
- Drive Funds Transfer Pricing discipline to measure and manage segment results.
USD Funding & USD Liquidity Management
- Optimize surplus USD funding via SCTL by orchestrating with BNS subsidiaries and branches.
- Support growth in USD deposits across the subsidiaries in the English Caribbean.
- Work with key stakeholders to support dividend and capital repatriation.
- Provide oversight on the EO entities and holding companies across the Caribbean from a Treasury and funding perspective, including BNS International Ltd., Maduro & Curacao Bank, BNS International Barbados, Scotia Insurance, and Scotia Reinsurance.
- Drive Funds Transfer Pricing discipline to measure and manage segment results.
Investment Portfolio
- Manage the investment portfolios across the region to enhance revenues consistent with the funding structure.
- Identify and crystallize business opportunities.
- Drive investment strategies for the region, consistent with the market and credit risk appetite of the Parent Bank.
Balance Sheet Management & Structural Interest Rate Risk
- Provide oversight into the consolidated SIRR strategy across the region, ensuring alignment with Group Treasury strategy, policies and procedures.
- Partner with Group Treasury – Balance Sheet Management to jointly manage the USD SIRR for the Bank.
- Understand intricacies, priorities and constraints across subsidiaries to orchestrate holistic balance sheet management at subsidiary level and at the top of the house.
- Define the framework to manage and monitor the evolution of the SIRR metrics and hedging strategies.
- Periodically review SIRR assumptions used for modelling the USD balance sheet.
- Drive Funds Transfer Pricing discipline to measure and manage segment results.
Operations
- Act as the first line of defense for Treasury operations across all countries in the region.
- Partner with local, regional and head office corporate functions to minimize operational risk related to treasury activities within the region.
Risk Management
- Partner with local, regional and head office risk managers to ensure consistent implementation of all-Bank risk management, limits, policies and procedures throughout the region.
- Assist in the establishment and review of new legal entities within the region where treasury activities are a material component of the planned business.
Capital Management
- Work with International Banking Finance and Strategic Transactions to set up a forum to prioritize capital management to support sustainable and profitable growth across the region.
- Direct day-to-day activities in a manner consistent with the Bank’s risk culture and the relevant risk appetite statement and limits.
- Communicate the Bank’s risk culture and risk appetite statement throughout their teams.
- Create an environment in which the team pursues effective and efficient operations while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk.
- Build a high-performance environment and implement a people strategy that attracts, retains, develops and motivates the team by fostering an inclusive work environment, communicating vision, values and business strategy, and managing succession and development planning for the team.
Education / Experience / Other Information
- English and Spanish are a must.
- Business, engineering, finance or mathematics degree is a must.
- Post-graduate degree, MBA, CFA or similar designation is desired.
- 10 years of experience in Treasury or Capital Markets roles, or Market Risk Management.
- Experience dealing with financial products, foreign exchange, securities and/or derivatives.
- Proficient in international banking regulations and sound practices.
- Ability to represent The Bank of Nova Scotia in front of a variety of customers, Central Banks, regulators and investors in the various geographies under their supervision.
- Position will be based in the Caribbean Region.
- Moderate to extensive international travel.
