Blue Water Thinking is seeking an experienced and dedicated Veterans Health Administration (VHA) Finance SME to join our team, supporting the Department of Veterans Affairs. The selected candidate will provide executive-level guidance and subject matter expertise related to organizational design, ensuring alignment of financial and workforce structures with mission and regulatory requirements.

Key Responsibilities:

  • Provide executive-level guidance and subject matter expertise related to organizational design, particularly in aligning financial and human capital structures within VHA.
  • Serve as a knowledge base and advisor to financial and human resources personnel on complex organizational and financial management issues.
  • Interpret and respond to inquiries related to federal government regulations, Generally Accepted Accounting Principles (GAAP), and agency-specific financial guidelines.
  • Apply in-depth expertise in Planning, Programming, Budgeting, and Execution (PPBE) and Managerial Financial Reporting (MFR) processes.
  • Analyze organizational structures and recommend improvements to optimize financial performance, workforce efficiency, and compliance.
  • Support development and implementation of policies, procedures, and internal controls related to financial and organizational management.
  • Collaborate with senior leadership to align organizational design with strategic financial goals and regulatory requirements.
  • Support audit readiness efforts, including organizational documentation, financial traceability, and compliance reviews.

Minimum Qualifications:

  • Master’s Degree.
  • Minimum of 10 years of relevant experience in federal financial management, organizational design, or auditing.
  • Demonstrated expertise in PPBE and Managerial Financial Reporting (MFR) processes.
  • In-depth knowledge of federal financial regulations, GAAP, and organizational governance frameworks.
  • Proven experience advising on or implementing organizational design and workforce alignment initiatives in a federal environment.

Preferred Qualifications:

  • Prior experience supporting the Department of Veterans Affairs (VA) or Veterans Health Administration (VHA).
  • Professional certification such as CPA, CGFM, SHRM, or equivalent.
  • Experience integrating financial management with human capital planning and organizational design.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Experience supporting audit readiness and compliance initiatives in a federal setting.

Eligibility

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.

Compensation:

Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below.

Salary range: $145,000 - $195,000
