The Department of Veterans' Services is seeking a Veterans Services Representative II for its Riverside office.

The selected Veterans Services Representative II will support the Department’s veterans' services operations by applying specialized knowledge of federal, state, and local benefits laws and regulations, conducting detailed evidence analysis, and assisting with appeals to advocate effectively for veterans and their dependents. The incumbent will review VA Rating Decisions, including denied claims, to identify additional actions that may benefit veterans and strengthen overall program performance. This position will also complete timely and accurate award posting activities that generate workload units reported on the DVS-19 and DVS-20, directly contributing to federal reimbursement. The selected candidate will help maintain consistent service levels by supporting case management needs, recognizing trends in claims outcomes, and contributing to training opportunities that improve future claims performance and departmental efficiency.

Occasionally, this role may necessitate travel for events.

The most competitive candidates will possess prior experience in veterans’ services and benefits, extensive experience interviewing individuals to collect personal or medical information, and a background in delivering courteous customer service. Additionally, they will also possess direct experience in survivor claims, pension claims, education benefits, burial benefits, health care enrollment actions, appeals, and other claim activities.

The Veterans Services Representative II is distinguished from the Senior Veterans Services Representative in that the latter may supervise other Veterans Services personnel and/or have lead field responsibilities.

Examples of duties

• Interview and advise veterans, their dependents and survivors concerning entitlement to benefits under federal, state and local provisions.

• May be assigned field duties as needed; determine pertinent federal, state and local provisions as they relate to each claim.

• Prepare, develop and prosecute Veterans Administration claims; prepare and develop appeals for presentation to the Board of Veterans Appeals.

• Search for, analyze and screen all available evidence bearing on veteran entitlements; assist applicants in applying for financial, medical, burial, and educational benefits.

• Obtain affidavits, military records, birth, death, and naturalization certificates, marital documents, and other supporting evidence for claims.

• Contact lawyers, physicians, clergymen, and others to obtain further supporting evidence.

• Provide information, advice and assistance to veterans in obtaining government insurance coverage and benefits.

• Maintain proficiency in laws and regulations relating to veterans; develop applicants for discharge upgrades.

Qualifications

OPTION I

Experience: One year as a Veterans Services Representative I with Riverside County.


OPTION II

Education: Graduation from an accredited college or university with an associate's degree. (Experience which involved in-depth interviewing and the securing of information from individuals to determine, on the basis of laws and regulations, the acceptance, rejection, or categorization of actions, may substitute for the required education on the basis of one year of experience for one year of education.)


Experience: One year in the preparation and development of claims for presentation to the Veterans Administration.


ALL OPTIONS

Knowledge of: Federal, state and local legislation affecting veterans; interviewing and recordkeeping techniques; medical and legal terminology as it pertains to veterans’ benefits.


Ability to: Gather and analyze information, draw logical conclusions and make sound decisions and recommendations on the basis of laws, rules and regulations; interpret and evaluate legal, medical and other evidence relating to veterans’ claims; establish and maintain effective working relationships with clients, fellow employees and the staff of other agencies; prepare clear, comprehensive reports and records.

Supplemental information

OTHER REQUIREMENTS:

License/Certificate: Possession of a valid California Driver’s License may be required.

Employee must possess and maintain accreditation with the United States Department of Veterans Affairs (USDVA) through the California Department of Veteran Affairs (CDVA) within 12 months of hire.
