Position: Income Development Specialist

Supervisor: Veterans Supportive Services Manager

Location: Mt Scott Office (7916 SE Foster Rd Portland, OR 97206)

Hours: Monday – Friday 9am-5pm; some weekend and evening work required

Wage: $29.00 hourly - Eligible for Language Differential

Classification: Non-Exempt, Union Represented, Full-Time, Benefits Eligible

GENERAL RESPONSIBILITIES

Provide assistance and support to people experiencing homelessness to obtain and maintain employment by creating access to training programs, supported employment programs, and developing priority employment opportunities for our participants with local employers.

SPECIFIC RESPONSIBILITIES

  1. Facilitate income-development services:
  • Conduct individual employability assessments with participants
  • Assist participants to mitigate barriers to employment via access to legal support or assistance with letters of explanation on negative work history and/or criminal history.
  • Organize and facilitate weekly employment-focused groups and classes.
  • Assist participants in obtaining job leads, updating resumes, and creating cover letters.
  • Work with case managers to include employment and education planning in goal planning and case plans.
  • In coordination with partners, assist participants in pursuing education goals such as General Education Development (GED) completion, vocational training, and/or college-level education.
  • Connect participants to community based employment resources.
  • Identify and develop partnerships with community employment resources and job developers.
  • Network with potential employers to create job placements and training opportunities.
  • Collect, enter, and analyze data, providing reports and statistical information as needed.
  1. Participate in agency committees and initiatives.
  2. Demonstrated leadership in and ability to develop relationships with community partners and employers to promote opportunities for participants.
  3. Other duties as assigned.

PERFORMANCE REQUIREMENTS

Each Transition Projects employee must:

  1. Acquire First Aid/CPR/AED certification within 30 days of hire and be retested biannually thereafter throughout employment.
  2. Complete Bloodborne Pathogens and Narcan Training within 30 days of hire and be retested annually thereafter throughout employment.
  3. Demonstrate reliability by being present for work as scheduled, arriving and leaving on time and taking breaks in expected time frames.
  4. Interact effectively with persons of diverse ethnic backgrounds, religious views, cultural backgrounds, and sexual orientations and treat each individual with respect and dignity.
  5. Attend agency and program staff meetings.

PHYSICAL/MENTAL REQUIREMENTS

The physical and mental demands described here are representative of those that must be met by an employee, with or without accommodation, to successfully perform the essential functions of this job.

  1. Hearing and vision adequate for interaction with participants, interaction with staff and interaction with the general public.
  2. Hearing adequate for telephone work. Vision adequate for close work.
  3. Hand and finger dexterity adequate to operate standard office equipment.
  4. Ability to walk, bend, stand, sit, reach, stoop, pull, climb stairs, and squat.
  5. Ability to perform CPR for fifteen minutes continuously.
  6. Ability to lift 50 pounds.

MINIMUM QUALIFICATIONS

The right individual for this position has a passion for helping others and a desire to work in an organization that serves people who are experiencing poverty and homelessness.

  1. Bachelor’s Degree in a related field -OR- 2 years of experience in social services required.
  2. Applicants who are themselves veterans will receive priority consideration.
  3. Bi-lingual English/Spanish strongly preferred.
  4. Demonstrated knowledge and skills in assisting people with barriers to obtain employment.
  5. Demonstrated ability to act as a recruiter with employers in developing and providing access to employment and training programs for participants.
  6. Demonstrated ability to manage multiple tasks and maintain paperwork in an organized manner.
  7. Strong writing abilities.
  8. Excellent computer skills. Demonstrated ability to use word processing, database, calendar, spreadsheet, e-mail, Internet, and graphic design programs.

- On any given day, we help meet the basic needs of more than 700 people through our Resource Center.

- On any given night, we provide a safe place to sleep for 700 people with nowhere else to turn.

- In any given year, we help place more than 900 people into affordable housing - and then support them in retaining that housing.
