Job Description

Our client is a global multi-energy company operating large-scale refining and petrochemical facilities. It transforms crude oil into fuels and essential industrial products through highly integrated and technologically advanced operations. Agreements were signed by TotalEnergies in Iraq to enhance the development of the country’s natural resources. The GGIP project, located in the Basra region, a 5-in-1 project:

The Associated Gas Upstream Project Phase 1 Enhance Ratawi Oil field production thanks to infrastructures upgrade and new export pipeline (AGUP1), in addition to a gas export and process facilities (AG25).

The Associated Gas Upstream Project Phase 2: Enhance Ratawi Oil field production to 210 kbpd with a new CPF and additional development wells (AGUP2).

The Gas Midstream Project - GMP: Valorize the gas from Ratawi, Majoon and Al Qurna West-2 (Phase I) oil fields.

The Common Seawater Supply Project - CSSP: Major water-injection project that will help the long term production of several fields of South Iraq. TotalEnergies will only be involved into the seawater treatment plant building.

The Solar Power Plant - SPP: major solar project (PV plant with 1250 GW DC) which will allow to produce power (1000 GW AC) to be injected into the grid. AGUP Phase 2 is the major full field development. It involves drilling around 221 wells, feeding a new built CPF, at TotalEnergies standards, with a capacity of 210 kbopd. Oil will flow respectively at 60 to 80 kbopd from Yamama (~100 MMscfd) and 150 to 130 kbopd from LP reservoirs (~30 MMscfd).

AGUP2 project will be developed with the objective to maximize economical results, with a particular focus on the CAPEX, while maintaining the technical quality of the installations, with high H3SE requirements and focus. The project development includes several interfaces with other projects (mainly AGUP ph1, GMP and CSSP) which shall be managed in an optimized and agile manner. The country context is complex due to several factors and risks to be mitigated all along the project. Particular attention will be paid to the safety culture enhancement and to the local content that will be a key factor for the Project’s success.

MISSIONS & ACTIVITIES

The main missions and activities of the Job Holder are as follows:

Inspection & Surveillance

  • Perform vendor shop inspections during fabrication, assembly, testing, and packaging activities,
  • Ensure execution of inspections in accordance with approved ITPs, QCPs, and procedures,
  • Verify hold, witness, surveillance points and ensure timely notification to all parties,
  • Monitor critical activities including:
  • Material identification and traceability,
  • Welding, NDT, PWHT,
  • Dimensional checks,
  • Hydrostatic / pneumatic tests,
  • Functional and performance tests,

Document Review & Records

• Review and verify vendor documentation such as:

o Material Test Certificates (MTC / MTR),

o Welding documents (WPS, WPQR, weld maps),

o NDT reports and qualifications,

o Calibration certificates,

o Test and inspection reports,

  • Ensure Manufacturing Record Book (MRB / Dossier) completeness and accuracy,
  • Endorse inspection reports and issue release / shipping clearance when applicable,

Compliance & Standards

Ensure compliance with applicable standards and codes, such as:

o ISO, ASME, API, ASTM, EN for instance,

o Project specifications and MR requirements,

  • Identify deviations and issue Non-Conformance Reports (NCRs),
  • Follow up corrective actions and verify closure,

Factory Acceptance & Testing

• Participate in:

o FAT (Factory Acceptance Tests),

o Final inspections and pre-shipment inspections,

  • Verify preservation, packing, and marking before dispatch,

Reporting & Coordination

  • Prepare daily / inspection visit reports
  • Coordinate with vendor QC, engineering, and client/Third-party Inspectors (TPI),
  • Provide clear and timely feedback to project QA/QC team.

ACCOUNTABILITIES

Accountable for ensuring that all vendor manufacturing, inspection, and testing activities are performed in full compliance with:

  • Contract requirements,
  • Approved project specifications and drawings,
  • Applicable TotalEnergies GS specifications,
  • International codes and standards referenced in the contract,
  • Follow-up and assessment of the Quality during CPF-2 Procurement and EPSCC Subcontracting activities,
  • Raise awareness of the management for any deviation in regards with Quality or to EPSCC contract requirements,
  • Accountable for issuing clear, factual, and timely inspection reports,

Accountable for verifying that approved ITPs and Quality Control Plans (QCPs) are strictly applied by the Vendor, including:

  • Respect of Hold, Witness, Review, and Surveillance points
  • Proper notification to COMPANY / CONTRACTOR as required by contract
  • No progression beyond Hold Points without written clearance

Material Compliance & Traceability

  • Accountable for confirming material conformity and traceability in accordance with contract and GS requirements, including:

o Verification of Material Test Certificates (MTC / EN 10204)

o Traceability from raw material to finished equipment

o Proper identification, segregation, storage, and preservation

• Accountable for preventing use of non-conforming, unidentified, or untraceable materials.

Qualifications

Professional experience:

  • Degree: Diploma/ Degree in technical discipline,
  • Minimum 10 years of experience in Oil & Gas Industry or Heavy industries with similar large-scale projects and context in Contract, Engineering and Construction activities for Onshore (or Onshore yards) projects,

Technical competencies:

  • Experience in Quality Supervision, Inspection coordination, Procurement, Non destructive Examination and Welding,
  • Welding Professional Qualification – Minimum CSWIP 3.2.1 certification
  • NDT Qualification – Minimum CSWIP or PCN Level II in RT and ASNT Level II in UT/MT/PT
  • Painting/Coating Qualification – Minimum BGAS/CSWIP Grade 2 or AMPP (NACE CIP) Grade 2
  • QA Lead Auditor Qualification (desirable)
  • Experience in Engineering discipline might be a plus,
