About the role:

We’re seeking an experienced and commercially astute leader to join our Strategy and Transformation Group as  Manager – Value, Performance and Insights This is a high-impact leadership role responsible for enabling enterprise-wide performance visibility, value measurement and strategic insight. You will lead a specialist team that turns complex data into insights with actionable recommendations, enabling Executives and Board to make informed decisions that optimise delivery of our Corporate Strategy and Corporate Plan. If you thrive at the intersection of strategy, performance and leadership, this is your opportunity to influence outcomes that matter to Western Australia.

Reporting to the Head of Strategy, Design and Value, you will lead the Value, Performance and Insights function and oversee the design and implementation of our enterprise performance framework across KPIs, risk indicators, benefits realisation and portfolio performance. You will provide a trusted source of truth for Executive decision-making, lead deep-dive reviews into delivery performance, identify systemic opportunities for improvement and foster a value-driven culture across the organisation.

You will also lead the development, embedment and continuous refresh of the Corporate Plan as a key management tool enabling Corporate Strategy. By translating performance data into decision‑ready insights, you and your team will influence strategic choices and provide clear visibility on where the organisation should focus to improve performance and deliver value.

What the role will involve:

Enterprise Performance & Value

  • Lead the development, embedment and refresh of the Corporate Plan to enable Corporate Strategy
  • Lead the enterprise performance framework across KPIs, KRIs, benefits and portfolio metrics
  • Ensure strong governance, integrity and consistency of enterprise reporting
  • Deliver executive and board dashboards, insights and recommendations that support strategic decisions
  • Enable prioritisation and performance alignment to Corporate Plan outcomes

Strategic Insight & Improvement

  • Analyse trends, risks and delivery gaps to identify systemic issues and opportunities
  • Lead deep-dive performance reviews and co-design recovery plans with business leaders
  • Support investment decisions through evidence-based insights and value optimisation
  • Benchmark practices and uplift organisational maturity in performance management

Stakeholder Engagement

  • Partner with Executives and senior leaders across the business
  • Influence strategic planning, sequencing and delivery capacity decisions
  • Build organisational capability in performance, value, and insight‑driven decision‑making

Leadership

  • Lead and develop a high-performing team of specialists
  • Foster collaboration, accountability and continuous improvement
  • Drive outcomes through strong prioritisation, coaching and delivery focus

Key skills and experience:

You are a strategic thinker with strong commercial acumen and a track record of leading performance, analytics or strategy functions in complex organisations.

You will bring:

  • Degree qualification in a relevant discipline (Business, Science, Engineering)
  • Extensive experience in a strategy environment, either a consultancy or a large national or international organisation
  • Substantial experience in building and embedding value, benefits and performance frameworks and mindsets that bring together all dimensions of value
  • Substantial experience in business planning activities, including developing detailed action plans and monitoring and reporting on plans and activity
  • Considerable experience in leading and driving a high-performance team
  • Excellent communication, influencing and stakeholder management skills
  • Strong analytical thinking with the ability to turn insight into action

About Water Corporation

We’re the principal supplier of water, wastewater and drainage services in Western Australia to hundreds of thousands of homes, businesses and farms, as well as providing bulk water to farms for irrigation.

Our services, projects and activities span over 2.6 million square kilometres. We have regional offices in Perth, Bunbury, Albany, Karratha, Geraldton, Northam and Kalgoorlie which allow our employees to provide a high level of professional expertise to customers.

We have over 3,500 employees and manage an asset base of over $37 billion in water supply, wastewater, drainage infrastructure and bulk water for irrigation.

We’re owned by the Western Australian Government and are accountable to our sole shareholder, the Minister for Water, for delivery of our services in a commercial manner. Most of our surplus is returned to the government as a dividend to contribute to the development of the state, with the remainder reinvested in capital works.

Water Corporation was created in January 1996, in a restructure of the water industry in Western Australia. The Water Authority in turn had been created in 1985 through a merger of the former Metropolitan Water Authority, which operated in Perth, the state capital, and the water and wastewater operations of the former WA Public Works Department. We’re the seventh successive agency to deal with these services in Perth, Western Australia.
