Value Access & Policy Manager (m/f/d)

The Pharmaceutical Division of Bayer S.p.A. is looking for a motivated and experienced Value Access & Policy Manager.

He/she will play a key role in developing and implementing strategies that combine market access, policy, and advocacy to ensure full access to our products for patients, while also engaging with payers, health authorities, and national and regional stakeholders to advocate for patient-centric policies and foster effective partnerships.

The role requires close collaboration with various internal functions (sales, medical, marketing, legal) and deep understanding of the dynamics and functioning of external stakeholders.

YOUR MAIN TASKS AND RESPONSIBILITIES:

  • Develop and implement integrated market access, policy and advocacy strategies, coordinating PR and regional/local access activities for new and existing products, in close collaboration with Pricing/HEOR team and Regional Public Affairs Managers
  • Monitor, interpret and assess policy, regulatory and health economics trends impacting the business, providing strategic recommendations and actionable insights to internal cross‑functional teams.
  • Establish and maintain relationships with key external stakeholders, including government officials, health policymakers, patient advocacy groups acting as a trusted counterpart on access and policy matters.
  • Drive the development and articulation of product value, integrating economic evidence, organizational impact analyses and policy considerations to support positioning across the product lifecycle. Ensure that value propositions, HEOR evidence and access narratives are robust, relevant for institutional stakeholders, and aligned with national and regional healthcare priorities
  • Design, lead and ensure the successful delivery of value‑driven projects, aimed at re‑engineering care pathways across partner healthcare ecosystems (Regions, HCPs, HCOs and patient associations). Coordinate dedicated cross‑functional teams and provide specialized expertise and strategic guidance, ensuring full compliance with budget, legal, quality and governance requirements throughout all project phases.
  • Contribute to and ensure the implementation of MIART Strategic Plan at national and local levels, enabling informed planning for Nucleus, Chapter MIART and field functions through strategic intelligence on access dynamics and ensuring contribution to integrated product plans.
  • Collect needs and input from MIART for analysis activities, leveraging data and information to proactively identify business opportunities and securing internal support to act upon these opportunities

WHO YOU ARE:

  • Master’s Degree in Scientific discipline, Business Management or related fields
  • Postgraduate master’s in Health Economics, Market Access or Healthcare policy (with exposure to policy and advocacy) will be considered a plus
  • 3–5 years of experience in market access, policy, or advocacy fields within the pharmaceutical industry, with expertise in market access strategy and related processes
  • Strong knowledge of pharmaceutical policies, regulations, and P&R laws and practices; Health Economics/HTA experience
  • Flexible, agile, and digitally minded, with a positive attitude toward change and a strong willingness to learn and innovate
  • Excellent communication, stakeholder engagement, and strong analytical skills
  • Fluent knowledge of English and Italian mother tongue
