Utility System / Engineering Specialist Supervisor - SES

and Responsibilities:
This position serves as the engineering supervisor for all SUNCOM related services under Bureau of Engineering in the Division of Telecommunications and reports to the Bureau Chief of Engineering. This position performs managerial responsibilities including supervision of subordinates.

This position may have direct access to information of a confidential nature which relates to personnel issues or budget preparation.

This position will manage the Customer Solutions staff members, assist in the day-to-day engineering operations, and ensure the Bureau Chief is informed on all operational engineering issues involving the SUNCOM portfolio of services and the primary data centers

Manages the staff and contractors. Assigns areas of responsibilities, delegates tasks, sets priorities, approves time and leave of direct reports, performs employee evaluations.

Responsible for the supervision of staff including performance management, planning and directing work, managing schedules including leave requests, fostering a healthy and positive work environment, and working with the Office of Human Resources during hiring and disciplinary actions.

This position is responsible for overseeing and supporting all communications technologies on the SUNCOM statewide backbone. Primary responsibilities include contract and service development, consulting, engineering design, policy development, and quality assurance for new and current enterprise voice and data services.

Manages the daily operational activities for engineering operations including network security assurance, advanced level engineering diagnostics, product management, vendor performance, network planning. Network change management.

Network Engineering Supervision: Establishes and maintains network performance by building network configurations and connections; troubleshooting network problems. The primary focus is the primary data center enterprise network.

  • Establishes networking environment by designing system configuration; directing system installation; defining, documenting, and enforcing system standards.
  • Maximizes network performance by monitoring performance; troubleshooting network problems and outages; scheduling upgrades; collaborating with network architects on network optimization.
  • Secures network by establishing and enforcing security policies, defining and monitoring access.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; participating in professional organizations.
  • Accomplishes information systems and organization mission by completing related tasks as needed.

Telecommunications Engineering Design: This is a highly technical position responsible for providing systems engineering analysis, management and designs required to establish statewide communications systems.

Statewide Area Network and SUNCOM Services Security Perimeter:

  • Supervise and manage the state’s network security perimeter utilizing the state firewalls, intrusion detections system and the enterprise security information and event management (SIEM).
  • Manage and secure all inbound client connections accepted anywhere on the Internet.
  • Maintain the integrity of process and approach, as well as controls, for the whole incident management process including the ability to coordinate and manage major/highly sensitive investigations with potential for statewide impact and reputational damage.

Contract and service development: Defining new products, gathering market requirements, developing the procurement specifications (i.e. technical specifications), taking a lead technical role in the procurement process of a new service, and the development of the operation and user guide documentation. Assist the CPMO with contract negotiation, implementation and management.

Policy Development: Analyzes agency business requirements. Develops policies, procedures, practices and methods for utilizing complex, mission-critical applications. Plan and develop integrated subsystems in complex, mission-critical applications.

Product Management Supervision: Responsibilities include providing engineering and operational support to the Product Managers for the SUNCOM services. Engineering and operational support is provided to the following services: MyFloridaNet, SDWAN, DNS, Hosted VoIP, and SIP Trunking. Approve and verify timesheets for contracted employees.

Project Management: Project manager (PM) role shall perform their duties under general supervision and are responsible for all aspects of the project for the life of the project. PM shall lead and direct cross-functional teams to deliver projects within the constraints of schedule, budget and resources. PM shall appropriately apply a methodology to projects that have reasonably well-defined project requirements and deliverables. PM shall use Microsoft Project and keep all projects updated frequently and accurately allowing DMS to track the overall status of the project.

Minimum Qualifications:
• B.S. degree in Engineering, Management Information Systems (or a related field) or 5 years of equivalent experience.
• At least 3 years of experience in Telecommunications products and service management is required.
• Experience with configuring routers, switches, and firewalls is required.
• Experience with routing protocols, MPLS, VRF, and VRF Lite is required.
• Experience with SIEM tools is required.
• Experience with VPN technologies is required.
