Job Description
Job Location: CCC Charlotte - Charlotte, NC 28217,
Position Type: Full Time,
Position Summary
Cardinal Civil Contracting is a heavy civil and site development contractor and part of Cardinal Infrastructure Group (Nasdaq: CDNL), a publicly traded infrastructure company with operations across the Carolinas and Atlanta metro and expansion underway into Florida, Georgia, and Alabama.
The Utility Punch Out Superintendent leads Cardinal Civil's utility punch crews, which handle the repairs, inspection prep, and closeout work that follow utility installation and paving. This role directs, schedules, and oversees multiple punch out crews across many jobs at once, gets water, sewer, and storm systems ready for municipal inspection walks, and manages repair, warranty, and time-and-materials (T&M) work.
Key Responsibilities
Crew Scheduling & Oversight
- Schedule, direct, and oversee multiple utility punch out crews, routing each crew efficiently across the multiple jobs it typically covers in a day
- Visit crews in the field daily, spending the most time with crews that need support, and verify work meets plans, specifications, and Cardinal's quality standards
- Assign each repair to the right crew: punch crews for shallow, miscellaneous repairs, and a pipe crew when the work exceeds punch scope
- Help build out the punch division by supporting the hiring, onboarding, and development of new punch foremen and crews
Inspection Readiness & Closeout
- Send crews ahead of every inspector walk to check all manholes and catch basins (grouted, clean, and built correctly), confirm valve boxes are clear and accept a valve key, and fix problems so walks produce as few punch items as possible
- Schedule crews to support walks with municipal and utility inspectors, including opening manhole lids and operating valves, and record every punch item the inspector identifies
- Track punch lists to completion and coordinate re-inspections to reach final acceptance
- Coordinate with the Vac & Camera division on CCTV inspection results and plan the repair of any defects within punch scope
Repairs, Warranty & T&M Work
- Direct utility repairs, including replacing broken meter boxes, adjusting and repairing valve boxes and manholes, grouting structures, and repairing shallow sewer and storm pipe (for example, correcting a belly in the line)
- Manage contract, warranty, and T&M work, making sure crews keep accurate daily records of labor, equipment, and materials so all billable work is captured and signed off
- Read civil plans and each jurisdiction's utility specifications, which differ from town to town, so repairs meet local requirements
Coordination & Reporting
- Communicate daily with project managers, inspectors, and customers on punch status, upcoming walks, and repair schedules
- Submit survey and staking requests, copying the project manager, Operations Manager, and Director of Utilities per company standard
- Order materials and tools through the warehouse, track equipment sent to jobs, and return it as soon as work is complete
- Flag repairs, warranty issues, and cost concerns to leadership early
Safety & Compliance
- Model and enforce Cardinal's safety program; lead safety talks with punch crews, enforce traffic control on paved streets and roadways, and confirm trench protective systems and utility locates on every excavation
- Comply with company policies, OSHA regulations, and NCDOT, NCDEQ erosion control, and municipal utility requirements applicable to the role
Supervisory Responsibilities
- Directly supervises Utility Punch Out Foremen across multiple crews; indirectly supervises punch operators and laborers. Responsible for crew scheduling, training, performance feedback, discipline, and staffing recommendations
