Summary

CITY OF NORFOLK: Department of Public Works is currently seeking a Utility Maintenance Mechanic II within the Division of Environmental Storm Water Management. This position functions as part of a team that inspects and maintains all mechanical and electrical mission-critical storm water machinery and equipment such as pumping stations, emergency generators, flood gates, outfall valves, and tide gauges. This highly sophisticated equipment is essential to protect Norfolk’s infrastructure and assets.

The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses, and visitors, including the City’s Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.

The Division of Environmental Storm Water Management is tasked with reducing the threat of flooding and improving the water quality within the City of Norfolk. Our crews maintain the City’s stormwater infrastructure, consisting of underground pipes, structures, roadside and offroad ditches, BMPs, and pump stations to minimize the impact of rain and tidal flooding.

Departmental Hiring Salary Range: $48,666-$55,845

Examples of duties

Essential functions include but are not limited to:

  • Performs maintenance to stormwater pumping stations and surrounding grounds.
  • Conducts preventative and emergency inspections and maintenance on all mechanical and electrical stormwater equipment, including pumping stations, emergency generators, flood gates, outfall valves, and tide gauges.
  • Inspects large meter equipment, valves, and boxes for wear, leaks, and damage; replaces belts, oil filters, electrical and electronic gauges, and switches; cleans, rebuilds, and replaces worn or damaged components.
  • Troubleshoots mechanical, electrical, and electronic malfunctions by identifying causes of breakdowns or leaks, responding to fault indicators, and determining corrective actions.
  • Functions as part of the team to clean pump station wet wells.
  • Maintains accurate electronic and written records by documenting work performed, meter removals, repairs, maintenance activities, and installation logs.
  • Resolves issues by investigating complaints, inspecting materials and equipment, prioritizing and scheduling work, and documenting progress and productivity.
  • Serves as lead worker for the pump station crew by overseeing work quality, providing training and instruction, and coordinating the schedules of junior employees.
  • Manages projects by assessing complaints, collaborating with engineers and contractors to determine effective solutions, documenting repairs, preparing work orders, supervising work activities, coordinating deliveries of materials, heavy equipment, and safety barriers, and monitoring project progress.
  • Manages inventory and procures supplies and materials from vendors in accordance with established purchasing guidelines.
  • Assists in the hiring process for new staff.
  • Responds to emergencies by leading and coordinating damage-recovery teams.
  • Requires computer proficiency; experience with work management database systems and Microsoft Office is preferred. Familiarity with Supervisory Control and Data Acquisition (SCADA) systems is a plus.
  • Must be able to read and interpret pipe plans, schematics, manuals, reports, diagrams, blueprints, and general correspondence.
  • Requires the ability to clearly understand verbal and written instructions.
  • Requires strong communication skills, with the ability to convey information clearly and concisely both orally and in writing.
  • Requires the physical ability to stoop, bend, and lift up to 50 pounds.
  • Employees must be able to work without phobias related to water, heights, or confined spaces.
  • Requires normal hearing, peripheral and night vision, and depth perception to safely operate around electrical and mechanical equipment.
  • Requires the ability to work in adverse weather conditions, including extreme heat and cold, and sometimes under emergency circumstances.
  • As an essential staff member, responds to emergencies and leads damage teams.
  • Requires call after hours rotation.

Qualifications

Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

One year experience in machinery repair and operation.

Supplemental information

  • Must possess a valid Driver’s License. Candidate must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview. Preferred candidate will have a valid VA Commercial Driver’s License (CDL).
  • Preferred candidate will obtain a back-flow preventer certification and an applicator license for pesticide within 1 year of employment.
  • Confined space certification is preferred; otherwise it will be provided within 6 months of employment with the City.

Work Hours: Monday – Friday 6:30 am to 3:00 pm; 40 hours per week every week; This position will be required to work a mandatory rotating on-call schedule and respond to after-hour emergencies.
