Public Works Maintenance is looking for an energetic and positive candidate for the Utility Locator position. The person in this position will perform specialized technical duties related to utility locating required by Oregon Utility Notification Center for wastewater, storm water and transportation infrastructure. Responsible for maintaining databases and reporting locate data for internal and external use and analysis. Performs specialized technical duties related to utility locating. Researches, locates, and marks City wastewater, storm water, traffic signal, traffic interconnect, street light, and storm water facilities within the right-of-way and public utility easements to facilitate safe excavation.

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Examples of duties

• Provides utility location information to utilities, planners, contractors and citizens excavating or building in or near City rights of way; decides on locate area and applies appropriate field markings; coordinates locates with other team members.
• Prioritize daily utility locate ticket requests, including emergency locates.
• Researches a variety of databases and records which may include, but not be limited to, as-built and other design drawings, connection records, deeds, tax records, building permits, and related records.
• Coordinate with utility companies to exchange utility locate information; may allocate tickets to each member of the work group.
• Reads and accurately interprets maps, blueprints, and GIS data; suggests corrections for maps.
• Operate and maintain specialized tools and equipment to perform technical tasks.
• Educate the public on requirements to request locates.
• Maintains utility locate files and records, including electronic records.
• Assist with the development of policies and procedures.
• May provide technical training to other employees.
• Applies safe work processes and ensures the safety of the public and employees.
• May be required to perform confined space entry.
• Actively supports and respects diversity in the workplace.
• Respond to after-hour emergency locates as needed.
• Performs other related duties as assigned.

Qualifications

Minimum Qualifications

Experience

One year of experience in utilities construction, maintenance, or line locating. High school diploma or GED. Utility locate training preferred.

Background

Must pass a background check.

Physical

Must pass a physical assessment and drug test.

License

Valid Oregon driver’s license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

The ideal candidate will have the following knowledge, skills, and abilities

Knowledge

• Current principles and practices in the assigned technical area, including specialized technical processes and environments, equipment, maintenance and/or operational requirements.
• Basic engineering and construction terminology, practices and procedures.
• Working knowledge of Radio Detection Receiver and Transmitter locator equipment, or other specialized program equipment.
• Basic computer skills including various mapping and asset management database.
• Demonstrating the ability to work independently; prioritizing and resolving issues; and completing tasks and duties while working in a fast-paced environment.
• Occupational hazards and safe methods for the area of assignment.
• Local, state, and federal laws and codes as they relate to assigned technical area.
• Standards, regulations and policies in program area.

Skills and Abilities

• Research technical records and databases, including engineering and maintenance records and documents.
• Read and interpret construction plans and specifications.
• Develop and maintain effective working relations with City departments, local agencies, engineers, developers, contractors, property owners and the general public.
• Work independently or with a crew.

What to Expect from our Selection Process
