
Who You Are: (Job Summary)
The Utility Development Project Controls Analyst will oversee the project controls functional area for utility construction projects, ensuring effective planning, monitoring, and execution of projects within budget and schedule constraints. This role will work closely with Program/Project Managers, Project Engineers, Project Control Manager and other stakeholders (internal and external) to develop and maintain accurate forecasts, monitor project performance, and support data-driven decision making across the project lifecycle. This role will involve collecting and analyzing project data, identifying risks and opportunities, and recommending corrective actions to improve project performance and mitigate risk.
What You Will Do: (Job Responsibilities)
Project Controls and Data Analytics
Collect and analyze project data to support preparation and maintenance of projects cost reports, forecasts, variance analysis, and project KPI dashboards under the direction of the Project Controls Manager and/or Program and Project Managers.
Track actual costs, commitments, and progress against approved budget baselines. Includes reviewing cost summary reports in designated software (i.e., E Builder, ACC) for substation projects, variance analysis, and offset negative variance analysis via budget transfers as directed by the PM’s.
Load budgets in designated software for new projects and allocate budget to cost items per the approved project budget estimate under the direction of the Project Controls Manager and Program/Project Manager.
Assist with tracking project budget estimates, commitments, and expenditures.
Support the Estimate at Completion (EAC) and cash flow forecast updates throughout the project lifecycle.
Support change management process, including the review of change orders in designated software and potential financial impacts on projects.
Assist in the preparation of capital projects funding requests.
Analyze project data to identify trends, issues, and areas for improvement.
Gather and analyze information and prepare dashboards and reports.
Collaborate with program/project manager, engineering, procurement, and vendors to support execution certainty.
Support project closeout activities including final cost reconciliation, documentation and lessons learned.
BASIC QUALIFICATIONS
Five or more years of utility, renewable energy, or other energy-related asset management.
Two or more years of people leader experience.
Demonstrated experience working directly with executives and collaborating effectively across all levels of the organization.
Experience managing a regional portfolio of work.
Able to travel up to 40% of the time or as needed to support relationship-building and team management.
PREFERRED QUALIFICATIONS
Four or more years of people leader experience.
Experience managing large energy assets (100+ MW).
Experience managing generation assets.
Established relationships with leading utility partners and O&M providers.
Demonstrated ability to negotiate MOMA agreements >$5 million in value./

Focused on all aspects of Substation and Power Generation asset management, including accounting, finance, operational management, information technology, and human resources.
