The Utility Coordinator plays a critical role in supporting transportation projects by serving as a technical expert and central point of coordination between the Department, utility companies, property owners, and other agencies. They will work in a fast‑paced, collaborative environment, this position oversees utility adjustments, relocations, permits, reimbursements, and compliance with state and federal requirements while reviewing plans, agreements, cost estimates, and documentation for accuracy and completeness. This person will monitors utility installations and relocations, develops and maintains utility schedules, researches and resolves complex issues, recommends process improvements, and provides guidance and training to staff.

Qualification and experience will determine the applicant's position and pay. Coordinates and performs technical work related to new utility installations and state and/or federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level follow standard practices that do not require frequent supervision of details.

Essential Duties:

Utility Coordinator I, II, III, and IV:

• Implements and interprets Department policies and procedures as they relate to utility adjustments, relocations, negotiations, reimbursements and compliance with applicable state and federal laws.
• Measures, coordinates and calculates payments such as betterment ratios, eligibility percentages, supplements, market value comparisons and relocation costs.
• Meets with utility representatives and other entities to explain the utility accommodation policy and relocation and reimbursement processes, negotiate, answer questions to resolve problems.
• Performs reviews and determines eligibility requirements for payment of relocation reimbursements.
• Prepares utility adjustment assembly folder to include all pertinent data and handout materials; prepares report for approval.
• Prepares, processes and maintains documents, references and/or resource materials.
• Reviews agreements, plans, specifications and billings submitted by the utility companies.
• Ensures electronic documentation and data in TxDOT systems are accurate and up-to-date.
• Develops, maintains and updates utility relocation schedules.
• Performs technical review analysis of schematics, utility adjustment plans and cost estimates, maps, surveys, field notes, property descriptions, pre-appraisal and appraisals, titles, deeds, legal and curative instruments and/or exhibits.
• Implements and interprets Department policies and procedures as they relate to utility adjustments, relocations, negotiations, reimbursements and compliance with applicable state and federal laws.
• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:
Utility Coordinator I and II: High School Grad or Equivalent in general education.
Utility Coordinator III and IV: Bachelor's Degree in any discipline.

Experience:
Utility Coordinator I: None
Utility Coordinator II: 1 YEAR Utility, transportation or construction-related activities.
Utility Coordinator III: 2 YEARS Utility, transportation or construction-related activities.
Utility Coordinator IV: 3 YEARS Utility, transportation or construction-related activities. (Experience can be satisfied by full time or prorated part time equivalent). Related technical training or education from an accredited institution may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle.
