Overall governance
• Cascade and implement department policies, standards such as ISO, and guidelines to subordinates and relevant stakeholders, in order to ensure that work practices are aligned with policies.
• Propose, periodically revise and gain approval on work processes and procedures to ensure efficient operation.
• Develop, propose, obtain approval, monitor and optimize utilization of unit’s resources and budget against company’s budget, to ensure optimization and the right prioritization of resources and budget.
Function-related accountabilities?
1. Utilities operations management
• Develop and periodically review operational plans, work instructions, work procedures, and resource plans to ensure the effectiveness of utilities operations, as well as to ensure the safety and reliability of the operation in assigned areas.
• Develop production plans and targets to ensure the achievement in terms of the production quantity and quality as determined, and to ensure delivery of contractual obligations related to products and services
• Manage and control water and wastewater treatment activities carried out by personnel to ensure all activities comply with SHEQ regulations, ISO standards, and relevant requirements, as well as provide suggestions for corrective actions, as necessary.
• Track and review relevant reports to ensure the function and individual targets are met, and all abnormalities are appropriately handled or escalated to relevant parties.
• Manage and monitor the regular checking, testing, and calibration of machinery, equipment, and infrastructure in assigned areas to ensure uninterrupted asset operation.
• Manage the coordination with maintenance teams for machinery, equipment, and infrastructure maintenance planning in assigned areas to ensure maintenance activities are covered for all assets and can be executed appropriately in a specified timeframe.
• Manage and ensure the integrity of all documentation in the operation process, including but not limited to chemical stock control, working schedule, and transportation arrangement, if needed to ensure all information is recorded appropriately for utilization.
• Solidify relationships with stakeholders such as customers, government agencies, and communities surrounding, to resolve any issues/ concerns, support for CSR and ESG activities, and seek permits regarding utilities operations, as necessary, to assure full legal compliance in operations and to ensure stakeholder satisfaction with WHA's operation and deliverables.
• Manage and develop training programs and contents regarding utilities operation in order to ensure all training needs and skill gaps are addressed, and to encourage active participation from the trainees.
2. Quality, health, safety, and environment
• Monitor overall activities in assigned areas to ensure SHEQ standards are met, and staff strictly complies with SHEQ policies and regulations.
• Ensure cleanliness and hygiene across an operation area to prevent product contamination and unexpected accidents.
• Monitor and collaborate with relevant parties in conductin-depth investigations of matters related to quality, occupational health, safety, and environment in assigned areas, as well as provide suggestions and implement relevant regulatory compliance actions, as necessary.
