The City of Richmond Department of Public Utilities is currently seeking a qualified candidate to fill the Utilities Field Specialist Supervisor position in the Water Distribution division. The selected candidates will supervise the maintenance and repair to the city water distribution system.

Examples of duties

  • Supervising and directing staff including scheduling and assigning work assignments, training, monitoring work performance, maintaining time sheets and leave records, etc.; working supervisor/lead worker by performing the most advanced work of those supervised or assisting with work as needed;
  • Planning, coordinating and overseeing projects, services, and procurement of human and material resources; training staff in job safety procedures and ensuring procedures are followed; transporting crew members to job sites; monitoring and providing oversight to ensure effectiveness, efficiency, safety, and compliance with standards; scheduling events and other work-related activities;
  • Providing customer service to general public, visitors, and internal/external clients; responding to telephonic, email, and in-person inquiries or complaints; providing other customer service support such as: assisting customers with obtaining information or access to resources and vendors; investigating and resolving complaints, etc.; performing routine administrative duties including preparing reports;
  • Assessing, coordinating, planning, and performing inspections/repairs such as structure/property inspections; inspecting equipment/vehicles for deterioration, damage, and malfunctions; inspecting lines and pipes, etc.; identifying critical issues and determining appropriate steps to resolve them;
  • Managing the daily operations, directing work flow and developing scheduling for construction-related maintenance and repair projects;
  • Maintaining and approving crew member's timesheets and leave records;
  • Maintaining work orders and records on work performed on a regular basis;
  • Procuring necessary materials, supplies and equipment and managing inventory for assigned work area of responsibility;
  • Preparing and submitting routine and special reports to supervisor;
  • Reading and interpreting GIS maps, blue prints and various other plans or mapping systems;
  • Creating as built drawings and updates to GIS mapping system, as needed;
  • Interfacing and communicating with service providers, contractors, vendors, citizens and the general public regarding issues involving the assigned areas of responsibility;
  • Investigating and resolving citizen complaints and concerns;
  • Maintaining required staff personnel records;
  • Monitoring and maintaining hazardous waste data;
  • Attending seminars, staff meetings, safety meetings and applicable trade shows;
  • Performing special projects as required by management.
This position is considered essential personnel and is subject to work on-call, weekend and holiday hours as scheduled and during natural disasters and emergencies.
This individual may be required to work nights, weekends, holidays, or on-call, as needed.

Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of supervising practices; maintenance procedures and practices; maintenance equipment and tools; of "Miss Utility" laws and rules; and safety rules and regulations; OSHA laws and rules. Knowledge of City of Richmond rules and standards; traffic control; service repairs; Fire alarms and sprinkler systems; grading leaks; natural gas systems, if area of focus; natural gas service installation, if area of focus; American Water Works Association (AWWA) industry standards, if area of focus; Water Treatment and distribution systems, if area of focus; and valves, hydrants, blow offs, meters, bypasses, and services, if area of focus. Knowledge of pressure zones; computer programs such Microsoft Office Suite; electronic databases and related software applications or systems; completing forms.

Demonstrated skills with effective oral/written communication; customer service; report writing; reading comprehension; drafting/drawing; recordkeeping; water pipeline repairs; operating valves and hydrants; leadership; and training.

Demonstrated ability to operate equipment and tools related to assignment; establish goals and objectives; organize and coordinate; and problem-solve.
MINIMUM TRAINING AND EXPERIENCE:

  • High School Diploma or GED;
  • Two years of experience in the assigned area;
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.


LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • A valid Driver's License with a satisfactory driving record;
  • A valid Commonwealth of Virginia Driver's License within 30 days of hire;
  • Some assignments may require a valid Commonwealth of Virginia Commercial Driver's License.


PREFERRED TRAINING AND EXPERIENCE:

  • CDL Class B or higher is preferred;
  • At least two (2) years of supervisory experience.
  • At least five (5) years of Water Distribution experience;
  • Experience with Excel, Word, Advantex, Cityworks or other software applications.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly stand, walk, lift, finger, grasp, talk, see, hear, and use substantial repetitive motions of the wrists, hands, and fingers; frequently climb, balance, stoop, kneel, crouch, reach, push, pull, lift, feel; and occasionally crawl, push, and pull. The working conditions may include frequent exposure to hazardous physical conditions and hazardous materials; occasional exposure to atmospheric conditions, extreme temperatures, intense noise, travel outside the organization's location, and environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
