of Work
Reporting to the Special Operations Investigative Supervisor (Field Operations), this position will serve as a member of the US Marshals Violent Fugitive Task Force. This position is responsible for coordinating federal/local resources for criminal investigation and warrant reduction operations within the designated area of responsibility (AOR). Responsibilities include, but are not limited to:
- Working with law enforcement partners to track, locate, and apprehend violent fugitives.
- Conducting research from available US Marshal Services (USMS) databases, surveillance, interview and interrogation of offenders.
- Developing investigations through use of confidential informants
supervising a caseload of Community Supervision absconders that have absconded after being convicted and placed under supervision for violent crimes.
- Providing security for highly publicized court appearances
developing intelligence regarding threat groups to share with Community Supervision's management and the Special Operations Intelligence Unit.
Be aware of the following required abilities:
Ability to fulfill the duties that include rigorous physical agility, foot pursuits, building entry into potential hostile environments, apprehension of offenders who resist arrest, long periods of surveillance in a stationary position.
Ability to provide a physical response to include, but not limited to, foot pursuit, running and jumping fences.
Ability to attend training and maintain all required certifications for full-time employment as a certified officer with Community Supervision.
Ability to attend one week of training with the US Marshals Service on an annual basis.
Ability to live within 50 miles of the duty station, defined as the actual travel distance over a road network.
Ability to pass federal background investigation for position in federal law enforcement.

About Special Operations and Intelligence Unit (SOIU):
Special Operations and Intelligence Unit (SOIU) is within the North Carolina Department of Adult Correction and is responsible for identifying appropriate security goals, objectives, standards, and strategies and technologies used. SOIU also collaborates with Prisons and Community Supervision staff and oversees the collection, analysis and sharing of intelligence information.
This position is a full-time position (40 hours per week) with benefits. This position is assigned to DAC Special Operations and Intelligence Unit (SOIU) and is based in Buncombe County.

Note: This position is unique in that it requires an agreement between NCDAC and the USMS or other federal agency. Part of the agreement is that either agency can remove the selected candidate and return the candidate to the Division of Community Supervision. By accepting this position, the selected candidate agrees to this and will most likely receive a reduction in pay comparable to the increase received. Candidates must have documented knowledge of Community Supervision processes, policies and procedures, and the ever-changing trends of the absconder population. Candidates must have documented knowledge of Community Supervision field operations, case management policies, and the judicial legal system of NC, and local law enforcement. Candidates must have documented knowledge showing competency in the use of federal and other databases to track information.
The selection process may consist of a written exam, a shooting proficiency assessment, and oral board, and practical exercise. The final state in selection will be a panel interview.

Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution with a major in criminal justice, correctional services, psychology, social work or other related human services field, and two years of experience as a Probation/Parole Officer;
Or an equivalent combination of education and experience.
Necessary Special Qualifications: Must be certified by the North Carolina Criminal Justice Training and Standards Commission. Must be able to obtain security clearance and must be able to be sworn in by the partner agency.
