Under limited supervision of the Area WIC Services Section Director, directs and manages the WIC program at the local agency level. Direct supervision of the area WIC leadership team and program managerial staff. On a local agency basis, assesses, plans, coordinates, implements, and evaluates policies and procedures of the WIC Program. Oversees WIC operations for the local agency to include but not limited to front-line services, staff training and development, budget, staff supervision, and federal regulation compliance. Works collaboratively with other DPH programs to ensure participants receive comprehensive health services. Participates in the development, administration, review and quality improvement of the agencies Public Health Plan. Works collaboratively with state support services, WIC Leadership Team, and Central Office Budget Personnel to assure the management of WIC funds is within federal regulations.

  • Directs and manages the planning, administration, and evaluation of the WIC Program for the local agency. Responsibilities include oversight of clinical services provided to reproductive aged women, Infants and children from birth to 5 years of age. Management of the program includes direction for supporting staff such as clerical services, budgets, and operations. Participates in formulation and initiation of programmatic requirements including staff development, ongoing monitoring of services, QA reviews, and quality improvement. Provides direct supervision of the WIC leadership team, and indirect supervision of all local agency WIC program staff. Communicates and coordinates common efforts with other programs within the agency to ensure participants receive comprehensive health services.
  • Provides direction and oversight for expenditures of WIC funds to ensure compliance with federal and state regulations, program policies, and local agency budget, implementation and interpretation of WIC policies and procedures to ensure compliance with federal and state regulations. Including site visits to confirm services are being provided as described in the state policy manual and to follow-up on management evaluation findings, caseload management including outreach, retention, participant data reports, and analysis of trends in WIC participation, Management Information System usage to support program operations including necessary improvements, changes required due to regulation updates, and any unplanned system error remedies, distribution and implementation of the annual WIC State Plan.
  • Completes Employee Performance and Development Plan in accordance with Agency guidelines and provides mentoring and feedback to build competencies.
  • Participates in or delegates appropriate staff to engage with regional health organizations, advocacy groups multiple-agency work groups, citizens, and/or other groups dedicated to the improvement of health outcomes for the WIC population. Promotes implementation of the agencies strategic plan. Contributes to the development, implementation, and monitoring of organizational performance standards. Review the WIC program's objectives and determines compatibility with the agency's mission. Recommends any necessary program changes including new policy, procedures or rules to the regional.
  • Responsible for any complaints received regarding the program. Coordinates the investigation, appropriate action, resolution, and notification of all parties.
  • Performs other related duties and special projects as assigned, including required travel if requested, and responds as directed during emergencies which may occur outside normal work hours, and travel if requested.

Examples of duties

State Minimum Requirements: A bachelor's degree and relevant program management experience.

Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.

Qualifications

A bachelor's degree and five (5) years of WIC experience with two (2) years experience in a supervisory role or program management, or a master's degree and three (3) years of WIC experience with two (2) years of experience in a supervisory role or program management.
