Job Description

SUMMARY OF FUNCTIONS:

• Provide state-of-the-art campus facilities and amenities to best serve the needs of AU community and support the strategic goals of the university in giving students and employees the required infrastructure and support for an optimal experience.
• Develop and enhance the campus infrastructure and services to satisfy the dynamic and evolving needs of the AU community.
• Provide a safe and healthy educational environment to the AU community.
• Maintain AU physical infrastructure, buildings, and engineering services, within available resources, to ensure minimum disruption to the college's core business of teaching and research.

ESSENTIAL DUTIES & RESPONSIBILITIES:

• Develop, upgrade, and refurbish the existing buildings and space requirements.
• Manage, supervise, and maintain university buildings, equipment, and systems.
• Optimize energy consumption and take the needed actions to support sustainability and reduce the cost of utilities.
• Liaise with AU contractors, rental spaces, and suppliers to ensure optimal service delivery in accordance with agreed service-level agreements.
• Determine guidelines and negotiate terms of contracts, leases, and related financing agreements.
• Develop, manage, and track the Office’s annual manpower, OPEX, and CAPEX budget.
• Assist in leading the Office of University Facilities and Services, including unit leaders and support staff members, manpower planning, setting objectives, KPI’s and other performance management aspects.
• Assist in implementing and reviewing operational policies, procedures, risk management registers, and ensure timely reporting of related incidents.
• Assure high quality and the best standards of services are provided to the AU community.
• Maintain compliance with CAA, MoE, CD, MoH, audit procedures, and AU policy.
• Provide on-call cover on a goodwill basis in the event of breakdowns of essential services, dealing with emergencies, and unplanned problems.
• Perform miscellaneous job-related duties as assigned.
• Manage and coordinate with custodial, security, landscaping, and transportation supervisors to oversee campus services and logistics, ensuring a safe, clean, secure, and efficient campus environment.

QUALIFICATIONS & EXPERIENCE:

This position requires a Bachelor's degree in engineering (Civil, Architecture, Mechanical, or Electrical) or in construction management, with at least 10 years of experience in operations and maintenance management of educational facilities, office buildings, etc.

KNOWLEDGE & SKILLS:

• Knowledge of contract documents and specifications.
• Project planning skills.
• Maintaining records and preparing reports and correspondence, including required regulatory reports and records.
• Evaluating and developing procedures, standards, and methods for building maintenance and improvement; strong interpersonal and communication skills and the ability to work effectively in a diverse community.
• Managing and implementing budget, including maintenance service contract administration.
• Skill in organizing resources and establishing priorities.
• Knowledge of UAE rules pertinent to facilities planning, design, construction, and maintenance.
• Ability to coordinate and/or supervise independent contractors.
• Knowledge of emergency and disaster recovery planning.
• Preferable: Knowledge of Computer-Aided Design (AutoCAD), along with proficiency in project and operations management software such as MS Project and Primavera for tracking capital works and facility schedules.

WORKING CONDITIONS:

Work is normally performed in a typical interior work environment, with exposure to prevailing weather conditions when on inspection rounds in various facilities and structures. This position often involves hazards or physical risks that require basic safety precautions. Candidates must be available for on-call duty, emergency response, and occasional evening, weekend, and holiday work.
