Afghanistan continues to face a protracted humanitarian crisis, with more than half of its population experiencing urgent humanitarian needs. UNFPA leads the GBV Workstream within the Protection Coordination Group (PCG), supporting coordinated GBV prevention, risk mitigation and response across humanitarian and Basic Human Needs (BHN) interventions, in line with global standards and the Centrality of Protection.
Effective information management is central to the GBV Workstream’s coordination mandate, enabling evidence-based planning, monitoring of service availability, identification of geographical and programmatic gaps, and prioritization of interventions. This requires the systematic collection, validation and analysis of partner-reported data, as well as the development and maintenance of key information management products, including the 3/5Ws dashboard, service mapping and GBV Referral Pathway. These tools support inter-agency coordination, inform operational decision-making, minimize duplication and facilitate safe and timely referrals for women and girls.
In the context of the 2027 Humanitarian Needs and Response Plan (HNRP) process, strengthening the GBV Workstream’s information management capacity is essential to ensuring that the needs of women and girls, service coverage and response gaps are adequately reflected in needs analysis and response planning. An eight-week, home-based Information Management consultancy is therefore required to support the development and operationalization of the GBV 3/5Ws dashboard, update the GBV Referral Pathway, conduct service coverage and gap analysis, and strengthen partner reporting and data quality to inform coordinated, evidence-based GBV programming across Afghanistan.
The consultant will work under the overall supervision of the Humanitarian Coordinator and the direct supervision of the GBV Workstream Coordinator. The GBV Workstream Coordinator will provide technical guidance, review deliverables, and oversee the consultant’s day-to-day work.
Additional review meetings will be held following the submission of each key deliverable to provide feedback and agree on subsequent actions.
Scope of Work: Under the overall guidance of the Humanitarian Coordinator, the Gender Base Violence GBV Workstream Information Management Officer (GBVWS IMO) shall work under the supervision of the GBV Workstream Coordinator. The GBVWS IMO, will provide direct technical support to the GBV Workstream in mapping, analyzing, strategizing, sharing and using GBV- related data. She/he will also provide training to partners on ethical and safe data collection and management to fulfil the reporting requirements of the GBV Workstream.

CANADEM and its partners have a no-tolerance policy for inaction to prevent, respond to and follow up on alleged cases of Sexual Exploitation, Abuse, and Harassment (SEAH). For this reason, we adhere to all policies, procedures and training of the United Nations on The Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH). CANADEM mandates all deployees successfully complete the PSEA online course. This e-learning course is composed of a set of lessons designed to raise awareness about SEAH, become familiar with a range of measures to combat SEAH, understand the impact on victims and the consequences for UN Personnel who commit Sexual Exploitation, Abuse, and Harassment.

CANADEM is Canadian based non-profit,non-governmental organization established in 1997 with funding from the Canadian Department of Foreign Affairs and International Trade. Its main purpose is to bolster peace, order, and good governance efforts through connecting international agencies (UN, OSCE, OAS, etc.) to civilian experts. Originally designed as Canada's national roster of civilian experts, CANADEM grew up to become currently the largest roster of screened international civilian experts in the world. This non-profit Roster of International Experts enables international agencies, governments, and other nonprofit organizations to rapidly connect with qualified professionals. US State Department's Office for Reconstruction and Stabilization lists CANADEM as one of its International Partners in peace building.
CANADEM is also an official partner of UN Office for the Coordination of Humanitarian Affairs through its Procap Program. A similar partnership exists between UNICEF and CANADEM for emergency surge deployments.
According to the study conducted by United Nations Department of Peacekeeping Operations evaluating rosters for the Deployment of Civilian Experts in Peace Operations, CANADEM "is the most effective roster mechanism in terms of uptake of its members by DPKO...its success is attributable to its large and diverse roster population, its pro-active approach to responding to DPKO needs, and its competitive and rapid screening techniques."
