About the Role

Duncan & Ross is retained by a Saudi Government Entity to source an independent External Subject Matter Expert to support the SANED Unemployment Insurance programme. This is a senior advisory engagement — not an operational delivery role. You will provide independent strategic counsel, quality assurance, and global benchmarking expertise to GOSI leadership, helping them make evidence-based decisions on programme design, procurement, and go-live readiness.

What You'll Do

• Advise leadership on SANED policy design, product architecture, reintegration mechanisms, and labour market interventions
• QA and review RFPs, technical requirements, evaluation criteria, and major vendor deliverables — including programme design, operating model, process and journey, digital/data/AI enablement, BRDs, and implementation deliverables
• Provide international benchmarks on unemployment insurance, active labour market policies, and reintegration models from comparable jurisdictions — adapted to the KSA context
• Identify risks of scope gaps, implementation infeasibility, or strategic misalignment early in the procurement cycle
• Support executive workshops, steering committees, and decision forums as an independent expert voice
• Help frame options, trade-offs, and decision implications clearly for senior leadership

What We're Looking For

• 12+ years of experience in unemployment insurance, labour economics, active labour market programmes, or social protection schemes
• Demonstrated track record advising social insurance or public employment institutions on unemployment benefits, reintegration, and workforce activation
• Strong background in programme design, governance, and quality assurance
• International exposure across multiple jurisdictions — you know what has worked, what hasn't, and why
• Ability to communicate clearly and independently at executive and ministerial level
