Office of Unemployment Insurance OperationsThe Office of Unemployment Insurance Operations (OUIO) administers Ohio's unemployment insurance program, which provides short-term income to unemployed workers who lose their jobs through no fault of their own. It reduces the hardship felt by families during periods of temporary unemployment and bolsters the local economies by maintaining the purchasing power of the unemployed worker. Learn more about the office by visiting the ODJFS OUIO webpage at jfs.ohio.gov/ouc.What You Will DoThe Compliance Manager oversees the daily operations of the Unemployment Insurance (UI) Program Integrity Compliance team. This role ensures audit work meets performance standards and supports the agency's mission to protect the integrity of Ohio's Unemployment Insurance program. The Compliance Manager plays a key role in identifying and preventing Fictitious Employers from entering the UI system by using proactive oversight, data monitoring and strong audit and investigative practices. Oversee daily compliance audit operations and plan audit activitiesSupervise staff, assign work, give direction and review performanceProvide technical guidance on all phases of the compliance unit processRecommend, develop and interpret internal policies and state/federal laws and regulationsEvaluate program performance by developing and analyzing performance dataAdvise UI leadership on policy issues and act as a liaison with other sectionsRespond to or oversee responses to sensitive and technical inquiries about unemployment laws and policiesPrepare administrative reports, technical correspondence and written materials for leadership reviewEnsure accurate recordkeeping and monitor reportsParticipate in hiring decisions, give feedback, set goals, and conduct performance evaluationsApprove or deny leave and recommend disciplinary actions when neededCreate a team-focused culture that supports professional development and process improvementLead staff trainings on policy updates, procedures, and program changesFacilitate staff meetings and discussionsApprove or deny travel reimbursement requestsRecommended SkillsKnowledge of Unemployment Insurance (UI) programKnowledge of auditing, investigations, management, supervision and labor lawsStrong communication, analytical, supervisory and management skillsSkills in auditing and investigative workAbility to use advanced data analyticsIntermediate Excel skillsStrong report-writing abilitiesSchedule: Full-timeHours: Standard workdays are Monday through Friday. The candidate, at minimum, must have the following:Option 1:12 months experience as an Unemployment Insurance SupervisorOption 2:36 months experience or training in government laws, rules, regulations, &/or procedures governing unemployment insuranceAND 12 months experience in supervisory principles/techniquesOption 3:Completion of undergraduate core program in public or business administrationAND 12 months training or experience in government laws, rules, regulations, &/or procedures governing unemployment insuranceAND 12 months experience in supervisory principles/techniquesOption 4:The equivalent of minimum class qualifications for employment noted above

Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $40.40 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year.
