Taxpayer Account Administration (TAA) is a division of Revenue that administers the state’s Unclaimed Property Program, ensuring compliance with the Revised Uniform Unclaimed Property Act and returning unclaimed property (UCP) to the rightful owners. Additionally, the division is responsible for administering other tax programs, including forest excise tax, fish tax, cigarette and other tobacco products taxes, local sales tax, tax incentives, reseller permits and the distribution of state and local taxes to local jurisdictions and tribal governments. Telework: This position has the flexibility to work remotely. The duty station is in Tumwater, Washington, and the successful candidate will need to occasionally travel to the office for critical job duties. Details of teleworking considerations will be addressed during the interview process.

Examples of duties

The Unclaimed Property program currently holds over $1.8 billion in unclaimed property. The team is dedicated to reuniting property and assets with their rightful owners or their heirs. Unclaimed property means monetary assets or tangible property held by an organization that has lost contact with the owner for an extended period. At that point, the property is considered lost, forgotten, or abandoned and turned over to the Unclaimed Property program. We are hiring Excise Tax Examiners for our Claims and Holder teams.

As an Unclaimed Property Desk Examiner, your primary responsibility is to perform comprehensive examinations of complex refund requests (claims) submitted by individuals, businesses, estates, trusts, and partnerships to determine proper ownership of funds and/or securities and facilitate payment of the claim.

In addition, you will be required to:

  • Independently providing customer service by giving authoritative information relative to proper procedures for unclaimed property claims.
  • Review and approve for payment specialty claims relating to estates and trusts.
  • Review legal documents such as community property agreements, wills, and trusts to approve claims involving estates and trusts.
  • Analyze, review, and approve complex and standard claims.
  • Analyze, review, and process writs of garnishment from third-party claimants.
  • Review and approve for payment specialty claims relating to securities.

As an Unclaimed Property Holder Reporting Examiner, you will conduct first level examinations and accounting functions including proper identification, reporting, collection, and distribution of unclaimed property. The reconciliation of unclaimed property reports, processing penalty waivers, reviewing refund and extension requests, applying payments, and setting up accounts are also duties associated with this position. Here are some other functions you can expect:

  • Balancing electronic reports/files using Department of Revenue's Unclaimed Property System (KAPS).
  • Providing direct customer service for the Unclaimed Property Section; primarily responsible for answering calls in the Holder Queue.
  • Process holder requests including penalty waiver and refund requests.
  • Opening and setting up new holder accounts while maintaining existing accounts.
  • Assisting with the Safe Deposit Box inventory process.

Both positions will be required to come into the Tumwater office once per week for at least the first 6 months for training.

If hired at the Excise Tax Examiner 2, in-training level, your pay will be within the salary range 40 ($3,653.00 - $4,866.00).

If hired at the Excise Tax Examiner 2 level, your pay will be within the salary range 49 ($4,517 - $6,075.00).

If you are not familiar with how our in-training works, here is a simple breakdown. After being selected, a detailed in-training plan will help you navigate through the program successfully. For the next 6-12 months, you will perfect your skills in communication and examining, reconciling, and processing financial data. You will also provide advice, instruction, and training to a diverse customer base.

Excise Tax Examiner 2s - In-training are paid at the range of the Excise Tax Examiner 1 during training. Once they finish their training, they must meet training requirements of quality and quantity. Once they complete their training plan, they promote to an Excise Tax Examiner 2 (ETE2). Once an ETE2, the employee will serve a six-month trial service.

Qualifications

The required qualifications are key competencies that have been successfully demonstrated through experience or education. To join our team, you must possess the following knowledge, skills, abilities, and competencies:

Demonstrated ability to analyze and interpret complex legal, financial, and ownership documents

Such as wills, probate records, trusts, court orders, estate documents, business ownership filings, and brokerage statements, with proven experience applying this information to determine eligibility, ownership, or distribution of property.

Proven ability to apply state and federal laws, rules, and policies relevant to Unclaimed Property

Including demonstrated experience accurately applying RCW 63.30, estate law concepts, legal definitions (e.g., POA, UGMA, ITF, POD), and business entity structures (corporations, LLCs, partnerships) to resolve claims, reconcile accounts, or determine compliance.

Demonstrated skill in examining, reconciling, and processing financial data

Including experience performing mathematical calculations for distributions, reviewing stock and dividend activity, validating assessments, reconciling holder reports, handling multiple account types, and researching discrepancies using electronic systems.

Progressive experience using specialized systems and databases to conduct research and process work

Demonstrated ability to navigate and accurately use KAPS, ATLAS, OnBase, online court records, brokerage platforms, or other financial/claims processing systems to evaluate claims or reports.

Demonstrated ability to detect discrepancies, fraud indicators, and data inconsistencies

Including experience applying investigative techniques, reviewing claims or reports for errors, and making sound determinations rooted in policy, law, and documentation standards.

Proven customer service experience involving sensitive or complex financial or legal issues

Demonstrated skill communicating technical information, educating claimants or holders, de-escalating situations, and providing clear written and verbal guidance to resolve issues.

Demonstrated ability to produce accurate, high-volume work in a fast-paced environment

Including experience managing large workloads, adhering to deadlines, organizing tasks independently, handling interruptions, and meeting performance expectations with consistent accuracy.

Proven written and verbal communication skills for technical, legal, or financial subject matter

Demonstrated ability to write clear instructions, document case decisions, respond to inquiries, prepare correspondence, and interview customers or stakeholders to gather required information.

Demonstrated ability to follow established procedures while exercising independent judgment

Including experience interpreting policy, determining appropriate actions when guidance is incomplete, and making case-by-case decisions within established rules and legal frameworks.

Proven skill in maintaining confidentiality and handling sensitive information

Including experience working with personal identifying information, estate documents, financial records, garnishments, and other confidential materials in compliance with legal and agency requirements.

Demonstrated ability to work collaboratively and professionally under general supervision

Including experience participating in routine operational workflows, interacting with the public, holders, auditors, internal staff, and other agencies to accomplish work outcomes.

Preference may be granted to applicants who possess additional experience and/or education:

Relevant education and/or professional experience in accounting, finance, compliance, or tax administration Including one or more of the following:

  • One year of experience as an Excise Tax Examiner 1 or equivalent experience performing similar duties
  • A Bachelor’s degree with major study in business administration, public administration, accounting, finance, or a closely related field, and one year of professional experience in accounting, auditing, bookkeeping, banking, compliance, or tax administration
  • Four years of progressive professional experience in accounting, auditing, bookkeeping, banking, compliance, or tax administration
  • Completion of at least 6 semester (9 quarter) hours of coursework in accounting, business law, money and banking, finance, or closely related subjects

Demonstrated basic leadership skills in a professional work environment

Including experience promoting cooperation and communication within teams, contributing to shared goals, supporting team effectiveness, and assisting in the development or mentoring of others.

Knowledge of financial planning, securities, and estate-related concepts

Including familiarity with stocks, financial planning principles, and estate processes, as well as the ability to apply this knowledge when reviewing or processing financial or unclaimed property-related work.
