Background:

UN Women’s Country Office, based in New Delhi, India, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental and civil society partners. In addition, UN Women CO is also leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.

Achieving gender equality and women’s empowerment is an essential element of the 2030 Agenda for Sustainable Development – the roadmap to a more equal, just, peaceful, and sustainable world. The Women’s Economic Empowerment Portfolio in India focusses on strengthening women’s economic rights and agency while creating an enabling environment for decent and safe employment and entrepreneurship opportunities for women in all their diversity. UN Women is implementing an ‘EU’ funded Women Empower India project to advance women’s economic empowerment in India. By promoting decent and safe economic opportunities, policy advocacy, and collaborative efforts including towards addressing discriminatory social norms, the project aims to create positive change for women and girls in all their diversity. The project envisions following result areas:

  1. Increased access to safe and decent economic opportunities for women and girls in all their diversity.
  2. Enhanced gender transformative policies and decision- making processes to improve women’s access to safe and decent employment and entrepreneurship.
  3. Positive gender norms that enable and increase women’s participation in economic and social life promoted.

Under the project, UN Women India works closely with national and state governments to strengthen gender-responsive policies, institutions, and data systems. Recognizing the critical role of gender statistics in informing evidence-based policymaking, UN Women has partnered with the Ministry of Statistics and Programme Implementation (MoSPI) to strengthen gender data analysis, statistical publications, and capacity building on gender statistics.

To support this work, UN Women seeks to engage a Consultant – Gender Statistics and Data Analysis, who will be placed within MoSPI to provide technical, analytical, and coordination support on gender data and statistics.

Roles and Responsibilities:

The purpose of this assignment is to provide dedicated technical support to MoSPI for gender data analysis, statistical publications, and knowledge products.

Under the overall supervision of the relevant officer at MoSPI and in close coordination with the Country Programme Manager, Women’s Economic Empowerment, UN Women India, the consultant will undertake the following tasks:

Embedded Technical and Coordination Support within MoSPI:

  • Provide technical and analytical support to MoSPI on their work on data and statistics such as undertaking research and analysis through collation, organization, and verification of datasets, preparing data briefs, and related documents
  • Liaise with relevant MoSPI divisions, other relevant ministries and UN Women to ensure timely exchange of information and data.
  • Facilitate coordination meetings, technical discussions, review processes, and follow-up actions between MoSPI and UN Women.
  • Maintain a structured repository of datasets, references, working drafts, comments, meeting notes, and publication-related materials.
  • Track timelines, deliverables, review processes, and pending inputs to support timely completion of agreed outputs.

Support Development of Analytical gender bulletins:

  • Provide technical support to the ministry in developing the gender bulletins agreed between UN Women and MoSPI
  • Assist in compiling, cleaning, organizing, and validating data from SDG-NIF reports, Economic Survey, National Accounts, PLFS, RBI, NCAER, IMF, OECD, World Bank, and other relevant national and international sources.
  • Support data assimilation, consistency checks, and documentation of data sources and methodological notes.
  • Contribute to statistical tables, charts, graphs, and visualizations for the bulletins.
  • Provide technical inputs to ensure that the bulletins are aligned with official statistical standards and MoSPI publication requirements.
  • Support the review and finalization process by consolidating comments from MoSPI, UN Women, and expert reviewers.
  • Assist in preparing presentation decks, discussion notes, and background materials for technical consultations and expert committee reviews.

Support to Women and Men in India Publication and National Dissemination Workshop:

  • Provide technical support to the ministry on facilitating necessary reviews and approvals for the National Dissemination Workshop organized by UN Women
  • Provide technical inputs for strengthening gender-responsive analysis, indicators, disaggregation, and visual presentation in Women and Men in India 2026.
  • Coordinate with MoSPI and UN Women teams to ensure timely preparation and clearance of workshop-related materials.

Support to Elderly in India 2026 Publication:

  • Provide technical support to the ministry on analysis of ageing-related indicators.
  • Review relevant draft sections and provide gender analysis inputs, comments, and recommendations.
  • Support preparation of publication graphics, data visualizations, and dissemination materials.
  • Coordinate with MoSPI and UN Women teams to consolidate technical comments and ensure timely incorporation of agreed inputs.

Knowledge Management, Documentation, and Capacity Support:

  • Document key processes, technical discussions, decisions, and learning emerging from the UN Women–MoSPI collaboration.
  • Support preparation of briefing notes, meeting minutes, technical summaries, and progress updates.
  • Contribute to knowledge products, presentations, and communication materials related to gender statistics and gender-responsive policymaking.
  • Support capacity-building activities, consultations, dissemination workshops, and technical review meetings on gender data and statistics.
  • Ensure that all outputs are gender-responsive, accessible, analytically sound, and aligned with relevant national and international statistical standards.
  • Provide any other technical or coordination support related to the MoSPI collaboration, as required

Deliverables:

Payments will be made against the satisfactory completion and submission of the following deliverables:

  • Develop and submit a workplan in agreement with the ministry.
  • Develop and submit analytical and technical notes, documents, and data briefs for submission to the ministry.
  • Draft and submit minutes of coordination meetings, technical discussions, review processes, and follow-up actions.
  • Maintain a structured repository of datasets, references, working drafts, comments, meeting notes, and publication-related materials.
  • Develop and submit presentation decks, discussion notes, and background materials for technical consultations and expert committee reviews.
  • Submit finalized gender bulletins in consultation with the ministry.
  • Final consultancy report documenting activities undertaken, outputs delivered, recommendations, and lessons learned.

Education:

  • Master's degree or higher in Statistics, Economics, Demography, Public Policy, Development Studies, Gender Studies, Data Science, or a related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • Minimum 7 years of progressively responsible experience in gender statistics, socio-economic analysis, public policy research, official statistics, or development research.
  • Demonstrated experience working with large-scale national datasets such as NSS, PLFS, NFHS, Census, SDG indicators, administrative datasets, or comparable statistical systems.
  • Proven experience preparing analytical reports, flagship publications, policy briefs, statistical publications, or knowledge products.
  • Experience conducting quantitative and qualitative research and translating findings into policy-relevant recommendations.
  • Familiarity with India's statistical system and government institutions, particularly MoSPI, is highly desirable.
  • Experience working with UN agencies, multilateral organizations, research institutions, or government ministries is desirable.
  • Strong data visualization, analytical writing, and stakeholder engagement skills

Language Requirements:

  • Strong written skills in English and good command over Hindi.
