Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

To support the production and use of gender statistics across Asia and the Pacific, UN Women is implementing its flagship programme Making Every Woman and Girl Count (Women Count) across the region. Women Count aims to create a radical shift in how gender statistics are used, produced and promoted to inform policy and advocacy on gender equality. In Asia and the Pacific, the programme prioritizes three key areas of work, including the creation and use of environment statistics, women’s economic empowerment statistics, and statistics calculated from big data and non-conventional data sources. The consultant will support the implementation of Women Count activities pertaining to environmental and economic statistics.

In particular, the consultant is expected to continue work initiated in 2025, whereby a conceptual framework for the implementation of the System of Environmental-Economic Accounts (SEEA) from an individual or Leave No One Behind (LNOB) perspective, and a Working Group was created to conceptualize this work. The SEEA integrates economic and environmental data to quantify the interrelationships between the economy and the environment, including the stocks and changes in stocks of environmental assets and how they benefit humans. The SEEA relies in internationally agreed definitions and classifications, following an accounting structure similar to the System of National Accounts (SNA), to produce internationally comparable statistics and accounts. As such, it is a flexible system that can be adapted to countries' needs, but it relies mostly in macro-level measures at the household level. Because different population groups interact with the environment differently, exploring the specific contributions of individuals to the environment, and vice-versa, can shed light on some inequalities in access to and use of resources, and on the contributions of individuals towards environmental conservation and degradation.

The implementation of the SEEA with individual-level statistics, to aggregate the contributions of women and men, people with different ethnic backgrounds, or people of different ages to the environment, can help establish policies that address the connections between the economy and the environment, while implementing the principle of leaving no one behind (LNOB). Notably, it can help improve access to environmental services and resources for different population groups, contribute to better managing supply and demand of environmental resources and reduce negative impacts on the environment, including improving the state of ecosystems. Finally, this LNOB approach can contribute to enhancing how different population groups mitigate and adapt to environmental hazards and extreme events.

To propose options that may enable countries to apply the SEEA from an LNOB perspective, the Working Group, convened in 2025 by UN Women and the World Bank, brings together experts from international organizations, think tanks, and national statistics offices in different countries with experience in implementing SEEA and where the achievement of equality, including gender equality in the context of environmental management, remains a policy priority. Through a series of consultations, the experts agreed on a series of suggestions for improving the SEEA application and reflect inequalities across population groups.

Through this assignment the consultant will continue furthering the work initiated in 2025, including implementing the recommendations proposed by the Expert Group, such as conducting methodological tests with real microdata, and will liaise with group members to encourage and guide them to generate accounting tables for their own countries. These inputs are expected to contribute to the further refinement of guidelines and recommendations, and facilitate countries’ Implementation.

In connection to the above, the consultant (who will report to the Regional Gender Statistics Specialist) is expected to deliver the following outputs:

To facilitate Member State’s work to implement the SEEA at the individual level, the consultant is expected to build on the conceptual framework designed in 2025, and propose a series of concrete recommendations for implementing the SEEA with a Leave No One Behind perspective. This will require the consultant to prepare a series of case studies utilizing country data, and to liaise with countries and other members of the Expert Group to prepare such case studies, and provide guidance on how the SEEA can be implemented with an LNOB perspective in different context. In addition, the consultant is expected to facilitate liaison with the UNCEEA, GOAP, and other key stakeholders in the international statistical community, to support uptake of the Group’s recommendations.

Activity 1: Steer the meetings of the Working Group on Implementing the SEEA from a LNOB perspective, and prepare meeting materials

1.1 Liaise regularly with the members of the Working Group on Implementing the SEEA from a LNOB perspective, including to help convene meetings and to support members to prepare contributions.

1.2 Reach out to additional stakeholders who may be interested in participating in meetings, whether regularly or on an ad-hoc basis based on needs.

1.3 Prepare presentations and materials and co-facilitate the working group meetings.

1.4 Draft short (1 page) summaries of key decisions made during meetings of the Working Group.

Activity 2: Facilitate the calculation of account tables utilizing real country datasets and reflect this information in a report

2.1 Making use of macro and microdata, conduct data integration and analysis to facilitate the creation of mock account tables that shed light on possibilities and challenges to implement the SEEA from a LNOB perspective.

2.2 Liaise with Member States and other members of the Group to encourage them to calculate account tables with their own national data. Provide guidance as needed, including capacity building and technical support to countries, and through in-person missions if needed.

2.3 Collate these experiences (including descriptions of the calculation process) and reflect them in a report of the Group. In the report, include a section with step-by step information that may facilitate the replication of calculations as needed.

2.4 Draft a set of recommendations for the integration of an LNOB perspective in the implementation of the SEEA.

Activity 3: Support the socialization of the proposed methodology and alignment with related global processes

3.1 Liaise with key global and regional partners to promote the uptake of the Group’s recommendations. This should include liaison with global processes such as the revision of the SEEA CF, among others.

3.2 Organize a webinar to publicize the progress made by the Group and the recommendations in terms of implementing the SEEA from an LNOB perspective.

3.3 Support the organization of side events, presentations or other contributions during global and regional meetings to disseminate the work of the Group and the recommendations included in the report.

3.4 Prepare a short paper summarizing the methodology and recommendations for presentation and sharing in global and regional fora.

Consultant’s Workplace and Official Travel

This is a Bangkok-based consultancy, with the consultant working off-site but may be required to come to UN Women’s offices for meetings and discussion. In the event of necessary travel on mission, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date.

If the selected candidate is not based in the duty station, travel cost to the duty station will be covered and travel will be managed following UN Women travel policy.

Required Qualifications

Education and Certification:

  • Master’s Degree in statistics, mathematics, economics, environmental sciences, social sciences, demography, development studies or related fields
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum 7 years of work experience on calculating environmental and economic statistics, with at least 5 years of experience working with the System of Environmental-Economic Accounts.
  • Experience analyzing, producing, or reprocessing micro data in coordination with national government institutions, is required.
  • Experience in guiding and contributing to expert groups and working groups with government representatives is required.
  • Familiarity with inequity and gender frameworks is desirable.
  • Experience in economic or environment statistics in the Asia-Pacific region, as well as at the global level, is desirable.

Languages:

  • Fluency in English is required.
  • Exceptional communication, diplomacy and writing skills in English are required.
