Travel Percentage: Up to 50% , JOB SUMMARY

The Health Advisor position contributes to the calling of Medical Teams International through the technical supervision of primary healthcare and community health interventions with a focus on continuous quality improvement. Participates in all stages of the project cycle and coordinates with MoH, UNHCR and other partners.

JOBRESPONSIBILITIES

  • Contributes to the development of country level organization health strategies, models, and standards for implementing field teams
  • Collaborate with the Director of Programs to ensure programs and projects are aligned with Medical Teams strategy, core service package, and interventions are based on best available evidence and international standards.
  • Contextualize and adapt global guidelines, tools, and protocols to meet local clinical needs for program implementation and training with support of the HQ Health Advisor
  • Collaborate with the Director programs senior management and field teams to identify strategic health and nutrition needs in targeted communities or gaps in country level health and nutrition response
  • Collaborate with Medical Coordinators to support and advocate for programs operational needs
  • Monitor the health information systems and data management as carried out by M&E teams to ensure it is regularly analysed and meeting the needs of heath teams
  • Advise Medical Coordinators and health staff to troubleshoot challenges and respond to emerging needs
  • Monitor and evaluate health and nutrition services against accepted international humanitarian standards and ensure application of evidenced based practices to deliver high quality services to the targeted communities
  • Ensure that primary healthcare, reproductive healthcare, HIV programs and community health interventions are evidence-based and implemented in a comprehensive and cost-effective manner
  • Ensure Medical Teams’ clinical practices adhere to MoH, WHO and additional global health standards through collaborations with related health partners
  • Ensure continuous mentorship and capacity development of Medical Coordinators and other Programs staff by providing technical oversight and collaborating to strengthen health programs through a process of continuous quality improvement
  • Represent Medical Teams at interagency health coordination meetings (MOH, UNHCR, etc) to contribute technical perspective
  • Participate in all stages of the project cycle as a technical lead by providing inputs to ensure maximum health impact
  • Contribute to development of formal and informal reports on all aspects of health programming for internal and external stakeholders
  • Support with sector strategy and project design development for new donor proposals and budgeting processes including support for log frames and monitoring and evaluation plans along with M&E team
  • Le the development of MTI Uganda emergency preparedness and response plan (with support from HQ HRT).
  • Rapid (first) response leadership including leading/facilitating rapid assessment: gaps/needs and response requirements
  • Coordinates implementation during emergencies including budgeting, SitReps, and communication.
  • Collaborate with HR to develop staffing structure for charts recruitment for emergency response.
  • Represent Medical Teams Uganda in coordination meetings with donors, d other partners relevant to emergency management.
  • Conduct performance evaluations and enforce disciplinary procedures as per MTI policy
  • Ensure safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding code of conduct and behavior expectations.
  • Utilize volunteers when appropriate.

Qualifications: EDUCATION, LICENSES, & CERTIFICATIONS

Required

  • Bachelor's degree in Medicine & Surgery (MBChB)
  • Registration with Uganda Medical and Dental Practitioners Council
  • Master of Public Health

Preferred

  • Post Graduate Training in Project Planning & Management or Monitoring & Evaluation

EXPERIENCE

Required

  • Minimum 7 years of work experience in public health, inclusive of 2 years in a humanitarian context
  • Proven experience in project management and budget monitoring
  • Proven experience with stakeholder engagement
  • Experience with an international NGO or UN agency

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge

  • In-depth knowledge of humanitarian and emergency response operations and project cycle management
  • In-depth knowledge of Uganda MoH, WHO and UN health systems and policies
  • Knowledge of health strengthening methods and best practices
  • Knowledge of principles and current approaches to monitoring and evaluation in relief and development programs

Skills

  • Skilled in project cycle management
  • Skilled in data analysis and report writing
  • Skilled in capacity building and mobilizing staff to achieve a common goal
  • Skilled in relationship building with the ability to liaise with multiple partner agencies
  • Skilled in using HIS and HMIS database systems
  • Skilled at using Microsoft Word, Excel, PowerPoint and Outlook
  • Skilled at building and maintaining a high functioning, high performing work team.
