This position is required to report to TxDMV headquarters located in Austin, TX.
GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs advanced managerial work overseeing all functions and the daily operations of the Human Resources (HR) division; performs oversight and managerial duties and will serve as back up to the HR Director. Work involves administering, monitoring, and evaluating the development and operation of HR management programs including employee relations, recruitment and selection, retention, compensation, classification, leave and benefits, Family and Medical Leave Act (FMLA) and American with Disabilities Act (ADA), wellness and overseeing special projects. Ensures compliance with all functions of HR. Supervises the work of others. Work under limited supervision, with considerable latitude in the use of initiative and independent judgment.
ESSENTIAL DUTIES
Manages the daily operations of Human Resources. Manages the workflow and daily activities of Human Resources professionals and completes performance evaluations.
Counsels and advises managers and employees on federal and state laws, rules and issues related to human resources policies and procedures. Oversees agency compliance with HR policies and procedures, statutes and rules, and utilizes HR best practices and ensures consistency, fairness and uniformity agency wide.
Manages and handles employee relations and complaints. Investigates complaints thoroughly and keeps appropriate management informed and provides recommendations for resolutions. Assesses the risk and keeps HR Director and legal apprised. Forwards the complaints that involve Ethics or other Civil Rights violations to the appropriate agency representative.
Manages the reasonable accommodation process and implementation under the Americans with Disabilities Act (ADA). Oversees interactive process.
Manages the Family Medical Leave Act (FMLA) process and implementation. Reviews FMLA documents and oversees eligibility criteria. Oversees tracking of employee FMLA leave. Coordinates with TxDMV Financial Services and the Employee Retirement System regarding employee insurance coverage. Oversees the processing of collecting leave without pay insurance premiums when needed.
Manages benefits activities including insurance, retirement, TexFlex, and Deferred Compensation. Ensures pay impacting actions are addressed and corrected with Payroll. Oversees and ensures correct entry of new hire and employee status changes in Employees Retirement System (ERS) and Centralized Accounting and Payroll/Personnel System (CAPPS).
Manages special leave administration of the Sick Leave Pool, Extended Sick Leave, Military Leave, and other special leaves. Ensures consistency in application of the special leave programs and appropriate coordination with the Financial Services Division on payroll related actions.
Manages recruitment and retention; oversees hiring packets along with Team Lead and ensures all documentation is included in the hiring packet and assists in ensuring the accuracy of each including interview questions and responses, skills exercise results and initial review of EEO information, veteran status, foster status, etc. Brings any concerns or inconsistencies to the HR Director’s attention.
Oversees classification and compensation agencywide to ensure fairness and consistency agency wide.
Manages the TxDMV Worker’s Compensation claims and ensure claims are reported to the State Office of Risk Management (SORM); monitor claims and reporting process.
Oversees unemployment claims in a timely manner with the Texas Workforce Commission and attends hearings if necessary.
Manages the agency’s wellness program and reviews various wellness activities and campaigns. Ensures a wellness plan is implemented.
Plans, develops, standardizes, implements, coordinates, monitors, and evaluates processes procedures and business practices for human resources functions to increase the effectiveness and efficiency of all HR service delivery. Establish goals and objectives for HR.
Manages and works closely with Team Leads and provides input and makes recommendations to the HR Director on recruiting, retention, classification, compensation, training and development and reporting. Monitors the effectiveness of human resources programs and best practices and makes recommendations for improvement.
Develops reports, analyzes data and provides customers with accurate and useful information.Composes correspondence and memoranda.Maintains filing systems to ensure files are maintained in compliance with state records retention schedule.
Ensures HR notifications are sent timely to appropriate internal management and external entities.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to enhance HR operations and communicate changes in policy, practice, and resources to management.
Keeps the HR Director apprised of all pertinent matters, as needed.
May travel up to 10% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adheres to approved work hours in accordance with department policies and procedures.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state, and federal laws and regulations relevant to human resources; of human resources programs in employment, compensation, classification, employee relations, benefits and organizational development; and of the principles and practices of public administration and management.
Knowledge of the principles and practices of Texas State human resources management; human resources programs such as employment, employee relations, benefits, retirement, workers’ compensation, and organizational development; and federal, state, and local laws and regulations governing personnel activities.
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to issues and in HR best practices.
Ability to manage human resources activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively, orally and in writing; and to effectively manage the work of others.
Ability to explain policies and procedures to staff and the public; to maintain confidential and sensitive information; to develop and analyze human resources processes; to establish and maintain effective working relationships with applicants, employees, and the general public; to communicate effectively.

MINIMUM REQUIREMENTS
Education and Experience
Graduation from an accredited four-year college or university (two years of work experience related to the essential duties may substitute for one year of college).
At least five (5) years of recent work experience administering a human resources program in the following areas in a Texas state agency: Employment, benefits and employee relations.
At least four (4) years of work experience serving in a supervisory capacity in a Human Resources work environment.
Preferred:
Professional in Human Resources (PHR)/Senior Professional in Human Resources (SPHR) certification, preferred.
SHRM-Certified Professional (SHRM-CP)/SHRM-Senior Certified Professional (SHRM-SCP), preferred.
PHYSICAL REQUIREMENTS & WORKING CONDITIONSNormal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 10%), occasionally overnight.

REGISTRATION, CERTIFICATION AND/OR LICENSURE
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
