GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs highly advanced managerial work administering the daily operations and activities of Texas Department of Motor Vehicles accounting functions. Oversees, manages, plans, and coordinates highly complex financial activities to include payment processing, payroll, financial reporting, general ledger, accounts receivable, revenue collection and grant accounting. Plans, assigns and supervises the work of professional and technical staff. Work requires contact with executives and governmental/private entities. Develops standards for achieving goals and participates in strategic communications efforts regarding departmental accounting and reporting. Work requires strong interpersonal skills, team-oriented managerial expertise, and the ability to communicate with staff at all levels of the organization. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position reports to the Deputy Chief Financial Officer.
ESSENTIAL DUTIES
Serves as the Manager of Accounting Operations.
Oversees the preparation of agency financial statements and other year-end reports. Presents to executive management and the TxDMV Board.
Oversees staff development plans and activities in Accounting Operations including general ledger, financial reporting, revenue collections, expenditure processing, payroll and time/attendance.
Oversees complex financial transactions, develops long and short-term strategies to maximize the use of state and federal funds.
Oversees, formulates, and manages financial administration functions for the department using State of Texas Financial Systems, including State of Texas Uniform Statewide Accounting System (USAS) and Centralized Accounting Payroll/Personnel System (CAPPS).
Oversees special investigations and internal audits of section activities. Evaluates audit findings to determine appropriate corrective actions.
Oversees the planning, implementation, coordination, monitoring and evaluation of policies and procedures related to accounting operations and monitors compliance with policies and procedures.
May represent the TxDMV at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
Ensures compliance with established procedures, requirements, laws and regulations; completeness of data and presence of documentation.
Involved in meetings/communication with internal stakeholders to communicate compliance requirements and issues.
Ensures section coordination with internal programs to meet department goals and objectives.
Responsible for the supervision, selection, training and development, and performance management of section staff.
May travel up to 10% of the time. May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Assists with the development of automated resources for financial administration.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.

MINIMUM REQUIREMENTS
Education and Experience
Bachelor’s degree from an accredited college or university or the U.S. equivalency thereof with major course work in accounting, finance, business administration/management or a related field plus five (5) years progressively responsible experience in accounting related work. Must have at least four (4) years of demonstrated and progressively responsible managerial experience. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.) Substitution Note: Additional work experience may substitute for the Bachelor’s degree on a year for year basis.
PREFERRED REQUIREMENTS
A Certified Public Accountant (CPA) license in the State of Texas, graduate-level education in the aforementioned degree areas, or other financial certification.
Experience with Texas accounting systems and/or financial processes.
Experience with Texas statewide accounting systems; including Centralized Accounting Payroll and Personnel System (CAPPS), and Uniform Statewide Accounting System (USAS).
Experience working with credit card and ACH transactions, including familiarity with Texas.gov and Texas by Texas.

REGISTRATION, CERTIFICATION AND/OR LICENSURE
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
